pour tous les démocrates du Canada

« Stupides », les cibles de Kyoto, -- S. Harper

« Le Canada s’est fixé des cibles ‘stupides’ en signant le protocole de Kyoto, a affirmé le premier ministre Stephen Harper… » Mais qui est donc M. Harper s’interrogeront nos amis étrangers? Eh bien, il représente sublimement la quintessence de la pensée occidentale. Comme on dit au Québec, on a « cassé » le moule après sa naissance. Il est ineffable dans tout. Influence Communication, une entreprise montréalaise de courtage de nouvelles révèle que « pour la première fois, Stephen Harper figure en haut du palmarès des personnalités médiatiques en 2011 au Québec. » Bien sûr, il s’est mis à dos le parti de l’opposition officielle, le Nouveau parti démocratique (NPD), socialiste. Le Parti libéral du Canada (PLC), par la voix de son chef par intérim, Bob Rae, a lancé : « Ils (les conservateurs, -ndlr) ont imposé de force leur idéologie au Parlement… Ils ont utilisé leur majorité pour couper court au débat et pour garder les Canadiens dans le noir. »

Pourquoi toutes ces manœuvres du Parti conservateur du Canada? Son opposant le plus déterminé, le Parti communiste du Canada (PCC), y va d’une charge à fond de train : « L’offensive capitaliste qui s’amplifie comporte davantage de licenciements massifs, de réductions de salaire, l’expansion de structures salariales à ‘deux vitesses’ pour accroître l’exploitation, la réduction des retraites, et la baisse générale des revenus de la classe ouvrière. »

De facto, Stephen Harper est le représentant politique des milieux impérialistes le plus déterminé pour répondre aux desiderata du grand capital, notamment des entreprises œuvrant dans le secteur des hydrocarbures (le pétrole); n’est-il pas d’ailleurs issu de la province canadienne de l’Alberta où s’activent les multinationales de l’énergie (sables bitumineux), et qui se réjouissent incidemment de l’occupation de la Libye, après la récente agression de l’OTAN, supputant les profits juteux du pétrole de ce pays maghrébin?

Certains pourraient dire : « mais ils sont mal barrés les Canadiens! » Pas sûr… À titre d’exemple, la très grande majorité des travailleurs canadiens-français sont opposés aux politiques conservatrices; n’ont-ils pas élu que 5 députés de ce parti au Québec sur 75 sièges et ont porté le NPD sur les banquettes de l’opposition parlementaire, le 2 mai 2011?

Ce peut sembler contradictoire, mais la plupart des Québécois ont beaucoup d’estime pour le président des USA, Barack Obama. Ils croient sincèrement que toutes les promesses démocrates de 2008 vont se réaliser. N’entendons-nous pas dire : « Obama va réussir, mais il faut lui donner le temps, car il pourrait même se faire tuer… » On le trouve beau, « sexy », moderne. Bref, on a investi beaucoup d’espoirs en lui. Il doit savoir qu’en 2012, s’il veut être réélu, il doit d’abord et avant tout pratiquer une politique de paix, de désarmement et… pour les progressistes, un premier geste serait de libérer immédiatement, sans conditions les Cinq de Cuba, qui n’ont eu comme malheur que de combattre les terroristes anticastristes jusque sur le territoire états-unien.

Toutefois, les cercles dirigeants des multinationales US n’entendent pas céder et la « propagande » contre tout ce qui est progressiste bat son plein. On veut anéantir tout esprit de résistance chez les Nord-Américains. Et il y a un parallèle à faire avec le pilonnage idéologique durant l’Occupation et plus largement la deuxième guerre mondiale, 1939-1945 :

« … un quelconque invalide allemand, bancal… le fouettait à l’aide de cette machine. Merveille de la technique fasciste! … Bref, au moyen de ce système les fascistes voulaient annihiler chez l’homme tout ce qu’il a d’humain : fierté, honneur, solidarité; ils voulaient étouffer en lui la conscience, anéantir la volonté et le transformer – non pas en animal, non, car un cheval peut ruer pour se défendre, un bœuf – donner un coup de corne, -- mais en une machine vivante, à bon marché, qui, une fois usée, est jetée au dépotoir, c’est-à-dire à Oswiecim. »

La flamme qui brûle pour la liberté, elle s’est ravivée en Russie au mois de décembre 2011. Tout le monde a pu voir les informations à la télévision. Le Parti communiste de la Fédération de Russie est arrivé bon deuxième et la population a contesté massivement les fraudes électorales… Il y avait des personnes âgées, certes, mais il y avait aussi des jeunes; des femmes et des hommes. Ils résistent, ils osent. Ils vont beaucoup plus loin que le mouvement des Indignés. Ils se rebellent, ils luttent et font face à la répression y compris celle manu militari des policiers à la solde du tandem Medvedev-Poutine.

En Amérique du Nord, le Parti communiste du Canada a pris ses distances de la direction opportuniste du PCUSA; de plus, des communistes du Canada et des États-Unis publient maintenant un bulletin en anglais et en français (poste, Facebook, Internet…) sous le nom d’Ideological Fightback et Riposte idéologique qui vise à ranimer le mouvement communiste aux USA, principalement. Déjà des lecteurs ont suggéré sa transformation en journal pour tout le pays. Oui, la braise couve et le moindre vent révolutionnaire pourra faire danser de nouveau le feu dans l’âtre de la contestation et de la lutte politique.

M’est avis que 2012 sera quelque chose sur notre jeune continent!

Is it not a beautiful day when we are fighting for justice? She goes further: marvelous, marvelous is life! (belle, la vie est belle…). Yes, life is beautiful, when peoples are rising to build it the way they want to live it.

Egypt: The peoples determine what is lawful and just

“The KKE (Greek Communist Party, Ed.) calls on the Greek people to express its solidarity with the sorely tried people of Egypt who are engaged in an uprising, and to denounce the deceitful role of the governments of the EU and the USA. These are the governments which until yesterday supported and cooperated with Mubarak, promoting him as a shining example of democracy. Now that the people have risen up, in defiance of intimidation, they pretend to be the defenders of its rights in order to shape the developments.

The governments of the USA and the EU have once again been exposed in the eyes of the peoples. They provocatively continue their interventions, because they are afraid that maybe the struggle and sacrifices of the people will lead to radical changes. They are ruthless.

The uprising of the Egyptian people, regardless of its outcome, has proven that the people are History’s true protagonists and that it is they who determine what is lawful and just. The peoples’ rebellions do not belong to the past, as the defenders of capitalism claim. The 21st century will be the century of the irreversible revolutions.”

Peoples of the Western capitalist world, including in North America, will be called upon to better understand peoples of Middle East and their cultures, be it the wonderful songs of the Lebanese-born Fairuz who unites them all in her powerful love songs: Habibi!

The Egyptian People, who have suffered the worst forms of oppression under the regimes of Anwar Sadat and Hosni Mubarak for the last forty years, are now mature enough and able enough to move mountains if necessary in order to achieve their legitimate demands. This is particularly true since they have tried on several occasions during the last year through holding more that 200 strikes, demonstrations, and protests, to tell their deaf and un-caring rulers that the living conditions have become unbearable as a result of soaring unemployment, abject poverty, force redundancies, ridiculously low wages, extremely high prices and institutionalized corruption. However, as usual, the only response they received from the regime was additional terrorizing, more oppression and more arrests!

Our party calls upon the Lebanese people, and at the forefront of which its young men and women, to intensify their solidarity with the Egyptian uprising, exactly as their fathers and mothers expressed their solidarity with the June Revolution of 1952. For today, it is the Unity of the Arab people that can launch the new Arab era!”

For those who ignore it, the Arab people found one spokesperson from Italian-descent and Australian-born pop singer Tina Arena (she performed in the London production of Notre-Dame de Paris rock opera) and later on sang: My name is Bagdad; (“Je M’appelle Bagdad”) to denounce the US war on Iraq and the Arab culture. She performed this song in France and in Europe and sold CDs, including in Canada within the non-Arabic community.

Commentaire politique

Non, Pour la KOMINTERN now! n’est pas le rendez-vous obligé des girouettes politiques. Le but du bulletin n’est pas d’apporter une caution morale aux décisions malhabiles ou carrément réactionnaires des partis qui sont aux affaires, tant à Ottawa qu’à Québec.

Mais, là, oui là, nous sommes vraiment soufflés par les positions récentes du gouvernement fédéral. Ainsi, le journal Métro, du 28 janvier 2011, rapporte les propos du Premier ministre du Canada, Stephen Harper, à propos de la tentative des fuyards du régime ignoble qui sévissait en Tunisie jusqu’il y a quelques jours seulement, de s'établir au Canada : « Nous utiliserons tous les outils à notre disposition pour gérer cette situation et pour coopérer avec la communauté internationale à l’égard de l’ancien régime. »

L’Honorable Premier ministre comprendra que faute de repères politiques, notre bulletin est un peu décontenancé; non pas que nous faisons de la critique du gouvernement conservateur un dogme incontournable; mais nous sommes « scotchés » comme disent les Français; car nous sommes en plein accord avec le point de vue de M. Harper. Le journal ci-haut cité poursuit : « Le gouvernement canadien a officiellement révoqué le statut de résident permanent de Belhassen Trabelsi, le beau-frère du président déchu Zine el-Abidine BenAli… »

Pour la KOMINTERN now!, peu familier avec le soutien aux conservateurs, ne se sent pas dupe, malgré que certains crieront à la manœuvre électoraliste. Aussi, nous trouvons parfaitement logique et sensé, d’après Métro, que « la ministre conservatrice responsable de la région de Québec, Josée Verner, a déclaré hier (27.01.2011, ndlr) que, sans précisions sur la participation du secteur privé et sur les coûts de construction, le gouvernement fédéral ne pourra prendre la décision d’investir dans un projet de constructions d’amphithéâtre. »

Notre bulletin n’est pas cynique et reconnaît que les politiques du gouvernement central ne sont pas sans effet dans l’embellie que vit l’économie canadienne. Ainsi, toujours selon Métro, « au Canada, [la croissance du Produit intérieur brut-PIB, ndlr] est de 3,3 points. Même s’il est responsable de la décroissance de l’économie en octobre, le secteur de la production de biens se porte mieux qu’à pareille date en 2009. Sa valeur pour les 10 premiers mois de l’année dépasse en effet de 3,9% celle de la même période l’an dernier. Cette croissance est le résultat d’améliorations dans tous les secteurs, y compris l’extraction minière, la construction, l’agriculture, la fabrication et les services publics. »

C’est donc approprié ici de réitérer le point de vue que les troupes canadiennes doivent rentrer au pays pour le 1er juillet 2011 tel que prévu; que le Canada ne doit pas épouser non plus les politiques de l’État d’Israël plutôt belliqueuses dans la région du Moyen-Orient, ce qui ne gêne pas son droit à l’existence; que le Pôle Nord ne doit pas devenir une zone de convoitise et de confrontation armée avec notre voisin russe avec qui on peut avoir des relations cordiales; quant à notre voisin du Sud, les USA, rien n’oblige à embrasser sans critiques toutes ses politiques, que nous qualifions dans notre jargon « d’impérialistes ». Enfin, Cuba ne représente pas une menace pour le Canada; l’amélioration du climat entre l’île antillaise et notre pays peut se traduire par le soutien à la campagne internationale pour que l'administration Obama libère les Cinq de Cuba, croupissant sans motif raisonnable dans les prisons du gouvernement des États-Unis.

Monsieur Harper, votre attitude face à la crise tunisienne témoigne de la politique d’un État de grande stature, pourquoi ne pas la faire suivre de gestes qui rétabliront dans l’opinion publique internationale la conviction que le Canada est un foyer de paix et de bonne entente pour l’humanité.

Catastrophe humaine à Moscou

MONTRÉAL – Le mot est lancé, telle une masse de plomb. Un acte « désespéré » et individualiste qui doute et rejette l’action des masses. Il est temps d’affirmer haut et fort que les communistes rejettent le terrorisme. Le terrorisme se cantonne davantage dans l’extrême droite.

On se souviendra des groupes s’identifiant, eux, à l’extrême gauche (d’ailleurs portant les couleurs de la gauche pour mieux masquer la commotion dont ils rêvaient). Ils ont paralysé et fait reculer le progrès politique en Europe. Rappelons l’assassinat d’Aldo Moro, qui venait de comprendre la nécessité du compromis historique avec les communistes en Italie pour faire avancer le peuple entier.

Que dire de l’agression des commandos « palestiniens » lors des Jeux olympiques à Munich dans les années 1970; la cible : des sportifs israéliens. Partout la mort de badauds, de gens qui ne se trouvaient pas à la bonne place à un moment donné; partout la peur, partout la revanche de la droite hideuse sur la gauche, reportant aux calendes grecques la lutte de tous ces milliers de travailleurs voulant mieux vivre, dans un effort pour que les colombes de la paix s’envolent; pour que les visages des enfants aux mille nuances s’embrassent, sourient et se nourrissent du bonheur d’être et d’entamer le chemin vers un temps nouveau.

Aujourd’hui, on a profané le souvenir des vainqueurs de Stalingrad, de la glorieuse Armée rouge et de ses milliers de morts pour que vivent le socialisme, la paix et le progrès.

La nouvelle, froide et saisissante, est tombée. Le quotidien montréalais Métro rapporte dans son édition du 24 janvier 2011, que : « selon le dernier bilan officiel, 35 personnes ont péri hier et plus de 130 ont été blessées dans l’attentat-suicide perpétré à 16h32, heure locale, à l’aéroport de Domodedovo, en Russie ».

PAIX OU GUERRE

Fatalité ou volonté

Ce dimanche 23 janvier 2011, le Premier ministre Stephen Harper célébrait cinq ans de pouvoir minoritaire à Ottawa pour son Parti conservateur du Canada. Le volume de la télévision était complètement fermé chez moi et celui de « Chante France », la radio de musique continue diffusée de Paris sur Internet emplissait l’appartement. Bon, peut-être aurait-il fallu écouter les propos de notre chef d’État pour mieux le « contredire »…? Mais, le cœur n’y était pas.

J’avais plutôt en tête le témoignage de mon neveu qui m’avait expliqué ce qui se passait dans les Forces canadiennes, dont il est membre, depuis une dizaine d’années, surtout depuis le début de l’occupation en Afghanistan de l’Armée canadienne et des répercussions sur le moral des troupes.

À quoi bon, rétorqueront moults lecteurs? Attention, ici on parle de jeunes soldats et officiers, hommes et femmes, qui pour beaucoup se sont enrôlés pour servir le pays. Bien sûr, il n’y a pas de service obligatoire. Certes, mais c’est le passage « obligé » pour un grand nombre afin de se sortir de la pauvreté ou du désœuvrement.

La gloire, l’honneur ont cédé le pas à des drames personnels : d’abord la mort; ensuite aux handicaps physiques qui les poursuivront toute la vie; sans compter les toxicomanies (drogues et alcool); troubles mentaux et dysfonctionnements de toutes sortes et comportements asociaux.

Les « pacifistes » seront sans doute tentés de répondre qu’ils n’avaient juste qu’à ne pas y aller. Réponse facile, surtout à des hommes et des femmes qui croyaient et qui croient toujours avoir contribué honorablement au bien-être de populations lointaines et à la compassion du peuple canadien.
Aujourd’hui, ces soldats déchantent : « non, l’occupation et la guerre, bref l’action militaire n’est pas la solution... voilà la vérité mon oncle! » C’est encore plus dramatique pour les jeunes recrues. Que de bonheur pensent les États-Majors et les marchands de canon, derrière l’Organisation du Traité de l’Atlantique Nord (OTAN)!

The Dissolution of the Communist International – Answer to Reuter’s Correspondent

May 28, 1943

Mr. Harold King, Moscow correspondent of Reuter’s Agency, addressed a letter to J. V. Stalin, Chairman of the Council of People’s Commissars of the U.S.S.R., in which he requested an answer to a question of interest to the British public. Marshal Stalin replied with the following letter:

Dear Mr. King, – I have received your request to answer a question referring to the dissolution of the Communist International. I am sending you my answer.

Question: British comment on the decision to dissolve the Comintern has been very favourable. What is the Soviet view of this matter and of its bearing on future international relations?

Answer: The dissolution of the Communist International is proper and timely because it facilitates the organization of the common onslaught of all freedom-loving nations against the common enemy – Hitlerism. The dissolution of the Communist International is proper because:

(a) It exposes the lie of the Hitlerites to the effect that “Moscow” allegedly intends to intervene in the life of other nations and to “Bolshevise” them. From now on an end is put to this lie.

(b) It exposes the calumny of the adversaries of Communism within the Labour movement to the effect that Communist Parties in various countries are allegedly acting not in the interests of their people but on orders from outside. From now on an end is also put to this calumny.

(c) It facilitates the work of patriots of all countries for uniting the progressive forces of their respective countries, regardless of party or religious faith, into a single camp of national liberation – for unfolding the struggle against fascism.

(d) It facilitates the work of patriots of all countries for uniting all freedom-loving peoples into a single international camp for the fight against the menace of world domination by Hitlerism, thus clearing the way for the future organization of a companionship of nations based upon their equality.

I think that all these circumstances taken together will result in a further strengthening of the United Front of the Allies and other united nations in their fight for victory over Hitlerite tyranny.

I feel that the dissolution of the Communist International is perfectly timely – because it is exactly now, when the fascist beast is exerting its last strength, that it is necessary to organize the common onslaught of freedom-loving countries to finish off this beast and to deliver the people from fascist oppression.

LA TÂCHE HISTORIQUE DU PARTI COMMUNISTE

DÉCLARATION POLITIQUE

vol. 1, no. 2

Le Parti communiste du Canada (PCC) se remet des années de divisions et de luttes intestines qui ont presque provoqué sa disparition et lui ont valu son déclin temporaire et relatif. Pendant de nombreuses années, il a été un parti d’opposition dans la rue, un parti de contre-pouvoir, surtout actif dans les mouvements syndicaux et les associations populaires : de femmes, de jeunes et des communautés ethniques.

Après le saccage laissé par le gouvernement conservateur de Stephen Harper, la tâche historique du Parti communiste du Canada est maintenant la prise du pouvoir à la Chambre des Communes, soit la direction des affaires au pays.
Il ne faut pas se fier aux scores électoraux passés du Parti communiste; son influence rayonne bien au-delà de ceux-ci. Aussi, les communistes doivent former une coalition parlementaire -et de masse-, avec les libéraux, les néo-démocrates et les bloquistes qui ont à cœur l’indépendance du pays eu égard aux visées des grands centres économiques exploitant les richesses naturelles de notre pays, en particulier les corporations établies aux États-Unis.

Les communistes doivent prendre la tête d’un vaste mouvement populaire, patriotique et respectueux du caractère binational du Canada. Le Canada ne peut être un que s’il est à la fois le Québec souverain dans ses prérogatives et aussi le Canada anglais maître de ses orientations propres.

Le Canada doit adopter de nouveau une politique de paix et de soutien, surtout pour les pays en voie de développement qui ont besoin d’une aide humanitaire, technique et matérielle. Le Canada est riche et il peut contribuer à relever l’économie de ces pays.

Il faut maintenant briser avec le climat de morosité établi par les conservateurs. Les ouvriers, les jeunes et les intellectuels progressistes (dont les artistes) doivent appuyer le virage à gauche. Le Canada est un vaste pays et les Canadiens forment un grand peuple. Nous n’avons pas à rougir de nos traditions politiques.

Soyons prêts et actifs dans la lutte pour la démocratie, la liberté et le progrès. Élisons une majorité progressiste au prochain parlement, avec les communistes.

LA TROISIÈME GUERRE MONDIALE N'AURA PAS LIEU

Nous ne sommes pas tous physiciens, mais nous savons que les comètes se prolongent dans une trace cosmique : la queue de la comète.

Faisons un parallèle avec l’issue de la deuxième guerre mondiale. Dès 1945, les conceptions monstrueuses des chefs nazis du 3ème Reich sont adoptées par certains dirigeants en vue des pays alliés à l’égard de leur partenaire soviétique.

Rapidement, les pays se regroupent et les alliances se nouent. À l’Ouest, malgré la très grande sympathie des travailleurs pour l’Armée Rouge et le prestige personnel de Joseph Staline, les gouvernements se retrouvent dans l’Organisation du Traité de l’Atlantique Nord (OTAN), sous la férule des États-Unis; le Canada en fait partie.

Les Churchill et Truman voulaient dépecer l’Union des Républiques Socialistes Soviétiques (URSS), en faire une riche réserve de ressources naturelles et un grand réservoir de main-d’œuvre. L’ancien conseiller présidentiel états-unien Brezinski a vendu la mèche en 2010, lorsqu’il fut question de parler des installations militaires des États-Unis à portée de tir de la Russie capitaliste.

Staline a résisté; nous voilà plongés au cœur de la guerre froide. Quelle terrible boucherie et quel horrible gaspillage pour tous les peuples : guerres régionales (Corée, Viet Nam), guerres civiles (Grèce) et conflits territoriaux dans les pays réclamant leur indépendance (Algérie, Angola). Ce fut et c’est toujours la course aux armements, y compris avec ces engins nucléaires sans merci! Mais, est-ce que les armes conventionnelles sont davantage symboles de compassion et de solidarité humaine?

Le Canada doit revenir à la tradition des casques bleus. Les peuples aiment cette mission des Canadiens. Les guerres, toujours fratricides, jettent dans un gouffre béant : femmes, enfants et vieillards; ruinent les pays et appauvrissent la planète.

On gratte les fonds de tiroir pour fournir en médicaments les pays en voie de développement –ne serait-ce que pour combattre le SIDA- et on dépense sans compter pour l’armement, tout en enrôlant la jeunesse, nouvelle chair à canon.

Et partout la haine; les peuples sont dressés les uns contre les autres. Les mass médias accusent souvent les communistes de tous les maux, comme le faisaient les Nazis dans leur haine morbide et ne jurant que par leur Reich « millénaire ».

DEMOCRATIC FORCES WILL MAKE IT

Mankind has not yet chosen: communism or imperialism? Of course, Big Capital has won Cold War which bequeathed us with a worsening economic crisis, a political dead-end, an ideological confusion and psychological despair. Most of the people, especially the youth, do not believe in a future; to the point that in some countries, like Russia, the young generation does not want to have children foreseeing a miserable life for their kids.

Even in Canada, and most likely among the students, there is this deep feeling that nothing is going ever to change and that the fatality is set in the stone; so, let’s smoke a good joint.

Recently, Canadians for Peace and Socialism, through its president Don Currie, released a document related to the last meeting of the communist parties in South Africa. They say: “State monopoly capitalism has used the current crisis as a pretext to recklessly appropriate all of the resources and wealth created by the people of Canada. The state treasury, fiscal and monetary policy, government income and expenditure and links with international finance capital, have all been mobilized to protect a small class of wealth and privilege from the effects of capitalist cyclical crisis. The short and long term needs of the people have been abandoned.” (http://www.focusonsocialism.ca/).

Still part of Canada –fortunately- , the Province of Québec endures the crisis as well; just to mention the massive lay-offs like in the Montréal region (Assomption) where 1300 workers lost their job at Électrolux right before Christmas 2010.

Meanwhile, La Presse expresses the wish to avoid general elections not to compromise the policies of the Stephen Harper minority conservative government, a staunch supporter of Israel reactionary orientation and its aggressive plan against the Palestinian people; the Hebrew State is ready to attack the Islamic Republic of Iran on the alleged pretext that this country is producing the atomic bomb.

La Vie Réelle wrote to the current leader of the Liberal Party of Canada, Michael Ignatieff, to declare officially that it would support the Liberal Party of Canada in the coming federal elections, remaining independent though; with the hope in a new policy of peace by the Canadian government, offering as well to the peoples of this land an alternative to the power of the monopolies, especially the ones from USA.

This communist newsletter calls also Canada to step back from NATO and denounces its “new” Lisbon policy, which is a strategy of military domination if political instability would supersede to the economic restlessness of the peoples in Europe following the workers’ movements in Portugal, Spain, France, Ireland and naturally Greece, the spearhead of general protest on the Old Continent.

Revolutions to come: Europe and North America

In Greece, the KKE (Communist Party of Greece) has taken bold decisions. Recently (December 20th 2010), it declared: “Today we need another specific opposition strategy which will lead the people to question and overthrow the system and not false cures, which will recycle and sharpen the problems. […] We need a social popular front now to repel the assault and counterattack […] with as its central slogan the socialization of the monopolies, the creation of popular cooperatives where socialization is not possible, national planning with worker’s and popular control from the bottom to the top”.

They call for mass action.

In the past, the Right would have proposed to the greek people to move to America if they want a better living. But United States are also in crisis. There is nothing less granted than to find a job there, if you can even immigrate in the country.

Further, the 1776 US Revolution has exhausted its attraction among most people of the world; there are two basic reasons: its external policy and its policy at home. USA has an imperialist policy abroad and –pro-multinationals-, e.g. the will and the inherent actions to control resources all over the world, including by the use of military force. Within their boundaries, they cannot secure anymore the “American Way of Living”, especially with a devastating 10% level of unemployment (not to mention the underemployed, the part-time and all of those who stop looking for a job), a general problem of housing among poor people strata and growing racism in the population, whatsoever meant the election of the first Afro-American, Barack Obama, as the president, in November 2008.

A word about Barack Obama

What are the real powers of Barack Obama? Formally, he is, accordingly to Agence France-Presse: “the most powerful man in the world”. But there is skepticism, especially in Canada. Many people see him like those actors hired by important companies to promote their products such as cars, perfumes and miscellaneous. Mr. Obama looks handsome; he is young and attractive. He makes forget the arrogance and indifference of George W. Bush. But methods and policies have not changed so far.

But U.S. spy agencies and groups, in the case of Afghanistan, “express doubts about the progress amid worsening violence”, reports New York City Metro daily newspaper. Obama says: “We’re on track to achieve our goals.”
Is President Obama still the favorite personality of the U.S. voters? Can others change the tide? The AFL-CIO Blog: http://blog.aflcio.org/ revealed that “ a tightly coordinated effort by outside Republican groups, spearheaded by Karl Rove and fueled by tens of millions of dollars in contributions from Wall Street hedge fund moguls and other wealthy donors, helped secure big GOP midterm victories Tuesday ( early November 2010, Ed.) according to campaign spending figures and Republican fundraising insiders” .

As a consequence, Obama started a dialogue with Republicans. The current leader of this party in the House of Representatives, John Boehner, greeted a few weeks later “the discussions to be with White House on the prolongation of all tax cuts”. He remains “optimistic”. Republican party number 2, Eric Cantor, said that “he was encouraged by the President’s declarations in relation with the lack of communications during the last session […] and that it was the fresh start for new working relations which would benefit all Americans”.

Meanwhile, Barack Obama wrote on December 18th 2010 to Harry Reid, Majority Leader and Mitch McConnell, Minority Leader, about the New START Treaty between Russia and USA. It is the not the tone of a peace-lover: “ Thirty ground-based interceptors at Fort Greely, Alaska, and Vandenberg Air Force Base, California, are now defending the nation”. […] The New START Treaty places no limitations on the development or deployment of our missile defense programs […] against intercontinental ballistic missiles from Iran targeted against the United States.”

Iran is now an enemy. Who else?

Interceptors are “in Romania and Poland to protect Europe”. Where is the threat? Russia? China?

“Irrespective of how cooperation with Russia develops, the Alliance alone bears responsibility for defending NATO’s members…” He adds that we “… do not and will not threaten the strategic balance with the Russian Federation”.

It speaks for itself…

What about Québec?

By the end of 1977, some student leaders in Québec, including this writer, wanted to have closer relations with the Prague-based International Union of Students (IUS). But the majority of the Central Council and the National Convention of the Québec National Association of Students (ANEQ) was opposed to it, denouncing close links of this Union with Soviet students. The whole thing flawed. Nationalists were strongly combating the idea and red-baited some Executive communist leaders.

Now, the World Federation of Trade Unions (WFTU) would like to be in touch with the working class movement in Canada and also in United States of America. Conditions are ripe. Anticommunism does not jeopardize this project, like it was the case with IUS. This Federation gathers 80 million members in more than 130 countries. They will hold their 16th Congress in Athens (Greece) from April 6th to 9th, 2011.

The idea is very timely. We cannot be over enthused and unrealistic. However, it is possible to organize a club or a local grouping with an office in Montréal and gradually inform the Québec workers about the activities of WFTU and build contacts with the national media, while publishing a blog in Québec. All of those people who have been briefed about the project are interested to see its development.

To tell the truth, several workers are sick and tired to talk about the “separation of Québec”. On the other hand, we can consider, even though it is not an official view point of WFTU, this declaration: “Hence the necessity of fighting against the national isolationism, narrow-mindedness and aloofness of the Socialists in the oppressed countries, who do not want to rise above their national parochialism and who do not understand the connection between the liberation movement in their own countries and the proletarian movement in the ruling countries”. There is every reason to get rid of narrow nationalism. Let’s just consider the recent visit of one of the Québec separatist leaders, Gilles Duceppe, who met in Paris with the general secretary of the French President Nicolas Sarkozy’s “Union pour un movement populaire (UMP)”, which is not especially recognized to be on the side of the working class (let’s stress that M. Duceppe has been previously one of the leader of the Canadian Communist Workers Party-maoist). UMP proposed to exchange analysis on different topics. The Québec nationalist leader said: “It is a proposal made by UMP and we agreed to it with eagerness”.

Historical certitude: emancipation of the working people

Waiting for visit of a representative of the WFTU, we can recall that “Marx also corresponded with Lincoln and called for the emancipation of slavery and the creation of African-American regiments to help defeat the Southern slaveocracy.” This historical sketch prepared by US communists goes farther: “The Committee of Industrial Organization (CIO), formed in 1935, was the greatest stride forward made by the US labor movement. The Communist Party played a key role in organizing that movement to establish industrial unions in the basic, unorganized industries. The strength of the left in the CIO during its first decade was the result of successful organizing work and militant fighting on the picket lines by Communists.”

In 1941, during WW2, 15 000 Communists joined the armed serviced. Many became officers and many others were decorated for personal bravery…” In 1944, the party had 80 000 members (including the 15 000 in the military). Seven years later, “the FBI stated that 43 000 Communists were being spied on and half a million ‘party supporters’ would be thrown into concentration camps in case of war.

This short story about the Communist Party of America ends up saying: “Strengthening of the CPUSA as a Marxist-Leninist party will allow for new, bright chapters of its history to be written.

“American efficiency is that indomitable force which neither knows nor recognizes obstacles; which with its business-like perseverance brushes aside all obstacles; which continues at a task once started until it is finished, even if it is a minor task; and without which serious constructive work is inconceivable. […] The combination of Russian revolutionary sweep with American efficiency is the essence of Leninism in Party and state work.” (J.V. THE COMMUNIST MOVEMENT IN NORTH AMERICA

“Here’s to you Nicholas and Bart
Rest forever here in our hearts
The last and final moment is yours
That agony is your triumph!”

Joan Baez wrote these lines to remember the struggle of two Italo-American revolutionaries, Sacco and Vanzetti, who fought injustice in USA and were executed in 1927 for the sake of combating the power of Big Capital and US establishment (YouTube here’s to you Joan Baez).

It happened 10 years after the socialist October Revolution in Russia led by the communist party (Bolshevik). It shows that struggles for the workers’ power are not that easy. But, we cannot live in the past. Joseph Stalin wrote about the 1905 revolution in Russia - that failed- and concluded that: “This was a period when our Party turned from the open revolutionary struggle against tsardom to roundabout methods of struggle, to the utilization of each and every legal opportunity – from mutual aid societies to the Duma (Parliament, Ed.) platform…” (Verbatim Report of the Fifteenth Party Congress, Russ. Ed. pp. 366-67, 1935)

In Canada, always in the aftermath of cold war, the Saskatchewan Peace News reported that “over 100 people were treated to two hours of nearly non-stop entertainment […] Bob Hughes from the Saskatchewan Coalition Against Racism and one of the festival’s organizers summed things up by saying, ‘The turn-out was great, the weather fantastic and everyone had a wonderful time and is looking forward to next year!’ Progressives, including communists join in action; in this November 2010 issue, they also ‘support the call for parliament to discuss and end Canada’s military presence in Afghanistan!’”

In Toronto, people sharing those viewpoints met in September 2010 to declare with their president, Michael Lucas: “Although it was many times a hard road to travel before we reached this 20th anniversary, the gratification, the successes, the influence that NSC (Northstar Compass, Ed.) gained in 76 countries of the world with its English, French, Russian and Spanish Editions, is something that we all should cherish and vow to ourselves to keep on going, as friends of Socialism, Soviet People and for the rebirth of a New Union of Soviet Socialist Republics!” (NSC, vol. 20 # 8-9, Sept./Oct. 2010, Toronto, p. 3)

We are no more in years of retreat. Now is the time to move forward and propose to Canadians the way-out to the crisis and re-establish the reputation of Canada as a peace-loving country. This is why; it is rather strange to read the last Editorial of the communist newspaper People’s Voice that printed “… Mr. Harper can never be trusted to keep his word on anything, other than his commitment to turn Canada into a loyal foot-soldier for U.S.Imperialism. […] We must also note the shameful role of other Parliamentary parties in this endless war. On this occasion, Michael Ignatieff’s Liberals were the main offenders, singing the ‘humanitarian’ chorus which gave Harper a fig leaf to claim support for extending Canada’s military role. But Jack Layton’s NDP also bears its share of blame. […] While the Harper Tories are the most dangerous, militaristic party in parliament, the Liberal and NDP opposition parties also have blood on their hands.” (People’s Voice, December 1-31, 2010, p. 4)

So, nobody is good! It is a bit schematic. In the Province of Québec, for instance, La Vie Réelle in English maintains very courteous relations with members of the Liberal Party of Canada, the main opposition party in Ottawa; the contacts are even friendly with some former deputies, including some Secretary of State in the House of Commons. We all share the deeply-rooted aspirations of the French-Canadian people for peace and return of the Canadian troops from Afghanistan. Although, we have a rather superficial knowledge of the situation in English-speaking Canada, we have the belief that millions of workers share the attitude of their French-Canadian counterparts.

The Communist Party of Canada must take the lead and call upon all peace-loving forces in Canada, including small-business, self-employed and working-class people to force the Harper Tories to respect the initial decision, i.e. the return for July 1st 2011 of the Canadian troops, which would open the road to a new majority in the House of Commons and the rout of the Conservatives all over Canada in the coming electoral race.

Let’s come back to the years of the past-General Secretary Tim Buck (1929-1962). The party had then elected seats in Canada at several levels (provincial, federal, municipal). It was deeply involved in the trade-union movement.

The skeptical will nod. But, what about Stalin? The Australian communist Guardian paper underlined in its November 24 issue (Bob Treasure, Ed.): “The aim of the revisionist history, therefore, is to conflate Hitler and Stalin as roughly the same (after all, they were both ‘dictators’), revivify Hitler’s purpose in smashing the Soviet Union and the ‘communist menace’, and portray Stalin as a blundering and heartless leader who had needlessly sacrificed his people on the altar of Marxist ideology. Stalin is made responsible for the loss of some 20-30 million Russian lives in WW2.

Now, however, a goldmine of source material has been made available: the minutes of Politburo meetings, Stalin’s conversations with his many visitors in the Kremlin, wartime and military archives, as well as police files. Geoffrey Roberts, an English Don and no friend of communism, has written a revealing book (Stalin’s Wars) which gives the lie to the prejudices and downright falsehoods being spread in many present-day documentaries and media-grabs on the subject of Stalin and the German invasion of the Soviet Union.”

Except for a recent article of The New York Times (Dec. 6th 2010), the media are rather silent about the real criminals, the torture-makers of the Nazi regime, protected by the CIA in USA. A report of the Department of Justice declares that more than 10 000 of these henchmen found a refuge in our southern neighbour territory. The Federal Bureau of Investigation (FBI) was informed of this horrible reality; a former SS Waffen soldier, Tscherim Soobzokov confirmed his role to the CIA during the war, soon after he entered in USA.

The FBI on the other hand published facts on Hate Crime Statistics, which can be alleged as political offenses. “Today (November 22, 2010, Ed.), the FBI released 2009 statistics which indicated that 6 604 criminal incidents involving 7 789 offenses were reported as a result of bias toward a particular race, religion, sexual orientation, ethnicity/national origin, or physical or mental disability. The Reporting Program includes data from hate crime reports submitted by law enforcement agencies throughout the nation.”

In this country, many observers join their voice to support the California’s new top cop, San Francisco’ progressive District Attorney Kamala Harris, vowed to insure ‘the law of this state is on the side of the people.’” (Ref. People’s World, Dec. 7th)

However, is she, alongside with other Democrats, going to solve a major problem, source of criminality in any capitalist country: unemployment? The New York City Metro newspaper said the same day: “… despite signs of improvement, strains remain in the labor market. The number on emergency unemployment benefits increased 142,874 to 3.94 million in the week that ended Nov. 13 […] The White House urged Congress on Thursday to extend unemployment aid and warned that failure to act would inflict a heavy toll on millions of Americans that could put the U.S. economic recovery at risk.”

Nevertheless, the American working people will be represented at the coming 16th Congress of the World Federation of Trade Unions in Athens (Greece), April 6-9th 2011. With the thousands representing 80 million workers of more than 130 countries, the U.S. representatives, including some from Washington, will discuss with their comrades from around the world and map out an alternative to the economic crisis, inherent to the capitalist way of “living”.

North American workers are entering into a new stage. Surely it has a lot to do with those courageous American workers rebuilding their Communist Party, club after club, with the aim to give a more militant tone to the voice of the organized labor, the AFL-CIO.

Meanwhile, the Canadian Communists are, on their own, rebuilding their networks of solidarity and unity, wherever you come from: Québec or English-speaking Canada, especially putting forward the legacy of our giants such as Tim Buck.

“Communism, did you say?” The Canadian youth will tell you –with a smile- that they don’t know concretely what it's all about, but at first sight, like anything else, it does not scare them; after all: “I have somebody in the family who went to Cuba during the winter season and he found that it is just great there, especially for a small country!”

CANADA IS NOT FOR SALE

Often, I wish I could speak better in English and let my wrath explode. Canadian communists, be they French or English, love their motherland. They are proud to defend workers’ values. The young generation is not taught about the MacKenzie-Papineau Battalion's fight to save democracy in Spain before WWII against fascist Italy, Nazi Germany and totalitarian Franco hordes. Many Canadian fighters later on joined the Canadian armed Forces to battle against Hitler's onslaught against peaceful peoples in other European countries.

Established in 1921 by young revolutionaries who met in Guelph (Ontario) to work for a socialist alternative to capitalism, the Communist Party of Canada (CPC) was still in the 1940s a young political party.

At the outcome of the Second World War, the party benefited from the great victories of the Red Army over Hitler's Wehrmacht. In 1943, Montréal workers elected Fred Rose, the first communist Member of the Parliament in the federal capital (Ottawa). Actually, Dorise Nielsen was the CPC's first MP, elected from Saskatchewan in 1940. The CPC's popularity increased during WW2 and the party went on to elect provincial representatives in Manitoba and Ontario. Soon after Hitler's Germany was defeated in 1945, big Capital initiated the Cold War to undermine communist support and sympathy towards the Soviet Union. The media portrayed Stalin as a monster and red tyrant to scare the workers, to rid them of any aspirations for socialism and for a better world.

The History of the Communist Party of the Soviet Union/Bolsheviks states: “during the years of reaction, the work in the Party organizations was far more difficult than during the preceding period of development of the revolution. The Party membership had sharply declined. Many of the petty-bourgeois fellow-travelers of the Party, especially the intellectuals, deserted its ranks from fear of persecution by the tsarist government”. Though referring to Soviet history, the same thing happened in Canada during the cold war.

In Québec, it was only in 1965, that courageous leaders such as Sam Walsh reorganized the provincial CPC into the Parti communiste du Québec (PCQ) to increase support for French-Canadian working class struggles and rising national consciousness. For the first time, the french working class became proud of being Québécois.

The Federal Government attempted to shatter the new feelings of french national pride in 1970, using the pretext of an “insurrection” in Québec. It declared martial law after the Front de libération du Québec (FLQ) kidnapped provincial cabinet Minister Pierre Laporte and a British Trade Representative James Richard Cross. The Canadian Army took control of cities and towns across Québec.

While the FLQ, founded by young leftists, initially enjoyed public support, it lost most of this support after the kidnappings. The government of Prime Minister Pierre-Elliot Trudeau and the big business community committed a big mistake declaring martial law. Even today 40 years later, the population remembers with a strange emotion how belittled they felt during the FLQ crisis.

The so-called “Federalists” will never quench the Québec people's thirst for independence, which does not and will never mean the desire to live in a separate country. Even today, the majority of the population elects the Bloc québécois to Ottawa; it is out of bravado and unrest.

The PCQ has difficulties finding its place in this political restlessness. Some older comrades, who gave their last shirt for Canadian working class unity, feared that the national movement would take the road to fascism. In fact, it is the consequence of the Party's lack of political work among workers. Also constant anti-communist campaign isolated the Communists from their natural hotbed, the trade-union movement. However, the real influence of the Communist Party cannot be seen yet in its public meetings. It has influence over the people’s movements in Québec. Young people are interested in CPC history. The Cuban Revolution is very special to them and they care for other nation’s struggles, especially in South America.

Some 50 young Canadians took part in the World Youth and Students Festival in South Africa.
Maybe, naturally maybe, the most important move forward is this new interest for would-be, have-been or being communists towards unity. If we can create a Pole (not in opposition to the Communist Party of Canada), but a “meeting place” (by the way, we learned in secondary-level school that it is what “Toronto” means in one of the First Nations language) where Marxists-Leninists of Canada can initiate discussions, proposals for the working class of Québec and English-speaking Canada (both on a equal footing) and casting an eye on the future of Canada, it would be a radical change ahead.

La Vie Réelle came across new friends in 2010: Canadians for peace and socialism, Northstar Compass, The Regina Peace Council… There is room for dialogue. The Communist Party of Canada can attract all of these people; it is worthy to mention that, at least in Québec, several trade unionists reassess the role of the party in the working class struggles for peace, progress and democracy.

This dedication at home must never divert us from solidarity with peoples abroad, especially now with the Cuban Five who keep up fighting after 12 years of incarceration based on false charges while they were struggling against anti-Cuban terrorism. These young men's spirit is deeply rooted in our communist minds and hearts.

Probably, we also need a better paper. We need a militant, attractive and frequent paper available for the working families on a very regular basis; a new goal for Clarté and People’s Voice.

Would it not be nice that at the May Day Rallies in Vancouver, Toronto, Montréal, Halifax, Winnipeg and many more places, the communists and their so many friends will say to their co-workers: “Hey, buddy, it’s the new party paper, have a look; it just talks about us?”

LE PARTI LIBÉRAL SUR LA CORDE RAIDE

LES TRAVAILLEURS CONTRE LE CAPITALISME

On ne peut pas dire maintenant que les travailleurs du monde occidental soient largement en faveur du communisme. Mais quelque part dans la nuit, lors de cette écriture, vient à l’esprit que certes la classe ouvrière est de moins en moins en faveur du capitalisme. Et il y a de quoi. « Les Canadiens qui gagnent le mieux leur vie et qui représentent 1% de la population du pays ont empoché près de 14% des revenus déclarés en 2007, conclut une étude du Centre canadien des politiques alternatives, qui est basée sur les déclarations de revenus. »

Le journal Métro qui rapporte cette nouvelle, le 2 décembre, poursuit : « C’est tout le contraire de ce qui se passait dans les années 1940, quand les personnes les plus riches étaient essentiellement des entrepreneurs qui faisaient fortune grâce aux revenus de leur compagnie, et non grâce aux bénéfices décidés par un conseil d’administration et des actions ».

On ne pourra en vouloir à la jeunesse de se révolter contre cette réalité. Quel avenir le grand Capital leur réserve-t-il? Le journal de l’Association pour une solidarité syndicale étudiante (ASSÉ), Ultimatum Express, dénonce les projets de privatisation des campus qui visent « la maximisation des profits ». Ils ont frais dans leur mémoire la récente crise financière. Ils doutent que « les marchés » puissent guider le véritable progrès dans la société. L’ASSÉ, ce n’est pas tout à fait un groupuscule. Elle s’étend à l’échelle du Québec avec près de 42 000 membres, étudiants de collège ou d’université; elle se veut la continuatrice du radicalisme étudiant, né il y a plus de 40 ans; on parle donc de notre Association nationale des étudiants du Québec (ANEQ) qui a gagné les conditions actuelles d’études, notamment un certain gel des frais de scolarité.

Comme l’indique une association locale de sciences humaines : « cette année, la campagne de l’ASSÉ sera contre la privatisation, la tarification et les compressions dans les services publics [ils s’opposent] à toute hausse des frais de scolarité, dans une perspective de gratuité scolaire. Un tel projet nécessite un système d’impôts progressifs sur le capital des entreprises ».

DANS LE MONDE

À l’échelle internationale, « les militants, les cadres et les leaders de la FSM (Fédération syndicale mondiale, ndlr) ses organisations membres, ses bureaux régionaux, associations et organisations professionnelles […] font face avec les travailleurs, et avec les peuples du monde aux attaques du grand Capital contre les droits et les intérêts de ces derniers et de leurs gains sociaux. » Ils ne veulent pas faire les frais de la crise du système capitaliste. (Reflects, FSM, #2, Octobre 2010, p. 4-5, en langue anglaise).

L’Europe au cœur : l’Allemagne

Quand le Capital ne peut plus gouverner comme d’habitude, il lui reste la dictature scabreuse, brutale et violente qu’est le fascisme. Étudions le cas de l’Allemagne. « Le membership du Parti communiste allemand (PCA) s’était accru de beaucoup, jusqu’à 360 000 membres en février 1932, soit trois fois plus que trois ans auparavant. Le 6 novembre 1932, eurent lieu les élections au Reichstag. Le PCA reçut environ six millions de voix, soit 600 000 de plus qu’aux élections du 31 juillet 1932; et 100 sièges –au lieu de 77- au Reichstag. Les Nazis avaient perdu deux millions de voix [Le secrétaire général du PCA, Ernst Thaelmann] rassembla autour du parti révolutionnaire la classe ouvrière pour le socialisme. » Il révéla les liens entre « le fascisme et le grand Capital ». Il appela à la formation d’un puissant bloc antifasciste, unissant les communistes, aux social-démocrates. Ceux-ci refusèrent. S’ensuivit la provocation : le feu au Reichstag que les Nazis se dépêchèrent d’attribuer aux communistes (de mauvaises langues ont établi un parallèle avec les tours du World Trade Centre de New York et la guerre au « terrorisme », ndlr)!

« Le 3 mars 1933, le chef du parti communiste d’Allemagne […] fut arrêté. » Malgré tout, il a maintenu un certain lien épistolaire jusqu’en 1935 avec la Komintern; d’où est né le nom de ce bulletin.
« Quand l’Armée soviétique a franchi la frontière et commencé la libération de l’Europe, les fascistes et Hitler en personne, rageant de haine animale et dans la crainte du châtiment, ont ordonné l’exécution du communiste Thaelmann. On l’a tué dans la nuit du 18 août 1944 dans le camp de concentration de Buchenwald. » (Mysl, no. 4, Moscou, p. 1-2, en langue russe).

Les travailleurs allemands ont été les premières victimes des Nazis. On les a trompés outrageusement. On n’a cessé de traquer les progressistes. Même ces dernières années, tout a été fait et financé par les Konzerns germaniques, les milieux dirigeants des USA, avec la complicité des néo-capitalistes de Russie pour embobiner et dévoyer la conscience du peuple de la République démocratique allemande –l’Est, et jeter à bas, non pas un mur à terre, mais bien le socialisme sur le sol allemand; bien sûr ce pays avait ses faiblesses et ses déficiences, mais il avait réussi à éradiquer le fascisme, garantir la sécurité de chacun, le travail pour tous et des programmes sociaux que les travailleurs et chômeurs (ainsi que la jeunesse) regrettent amèrement aujourd’hui. Le socialisme n’est pourtant pas une vue de l’esprit pour la classe ouvrière allemande.

Ainsi, le journal du Parti communiste allemand (PCA), Unsere Zeit, affirmait : « Karl et Rosa (Liebknecht et Luxemburg, ndlr) se prononcent aussi comme Karl Marx, Frédéric Engels et Vladimir Lénine pour la solidarité internationale du mouvement communiste, pour l’Internationalisme, également nous voulons réitérer cette prise de position au début du Nouvel An (2010, ndlr). Nous faisons partie de ces presque 200 partis communistes et ouvriers à travers le monde. » (UZ, 42. Jahrgang, Nr. 1, Essen, 8. Januar 2010, en langue allemande).

Le même journal disait deux semaines plus tard : « Le 13 février, une action de masse aura lieu sous la bannière de : ‘Combattons-les résolument- Ensemble bloquons-les!’ Contre la marche organisée dans la ville de Dresde. Chaque année des milliers de néo-nazis marchent dans les rues de Dresde. Le prétexte est le bombardement de la ville par les Alliés en février 1945. La large alliance antifasciste : ‘No pasaran’ se mobilise contre cette marche. » (UZ, Nr. 3, 22 Januar 2010, en langue allemande).

En 1934, Joseph Staline, en présentant le Rapport du Comité central au 17ème Congrès du Parti communiste de l’URSS avait signalé que : «… on sait, au cours de la première guerre impérialiste, on voulait anéantir l’une des grandes puissances, l’Allemagne et s’enrichir à ses dépens. Qu’en est-il résulté? Ils n’ont pas anéanti l’Allemagne, mais ils y ont semé une telle haine contre les vainqueurs et créé un terrain si propice à la revanche, que, jusqu’à présent, ils ne peuvent encore, et je pense qu’ils ne pourront de longtemps encore se tirer de et ignoble pétrin dont ils ont eux-mêmes pétri la pâte. »

Retour au Québec

Bon, c’est bien beau toute cette incursion dans l’histoire, mais à quoi ça rime : Staline, Thaelmann, et tutti quanti? S’interrogeront, non sans raison, la plupart des lecteurs.
Depuis des mois, La Vie Réelle et Pour la KOMINTERN now! analysent la scène québécoise et il appert maintenant que les critiques à l’égard du Parti libéral du Québec et de son chef Jean Charest ne visent pas le progrès, l’essor économique au Québec. Les mass média ont fait leurs choux gras des scandales (i.e. des allégations de trafic d’influence dans la nomination des juges, des tractations douteuses entre le monde interlope et le gouvernement dans l’octroi des contrats de construction, pour ne mentionner que ces cas qui ont éveillé la colère du peuple québécois).

Le Parti québécois, ancré dans le nationalisme étroit et s’appuyant sur des notions en faveur du grand Capital... désormais, mais sous le couvert de la social-démocratie, veut récupérer à tout prix la grogne populaire. D’autres mouvements font monter les enchères et courtisent à qui mieux mieux les grands milieux d’affaires. Ceux-ci, bien que dans le sillage des monopoles nord-américains, espèrent se ménager une place de choix dans les estrades du pouvoir économique en Amérique du Nord, surtout dans le milieu financier et aussi dans la possibilité de se créer des marchés pour certains produits finis au Québec, tout en continuant l’exportation de l’énergie à bon marché pour les géants de l’industrie états-unienne.

Bien sûr, les communistes ne font pas leur tasse de thé des malversations et de la gabegie, mais ils ne croient pas qu’il faille déshabiller Paul pour habiller Jacques. En un mot : le Parti québécois ne fera pas mieux que le Parti libéral. Toutefois, la séparation de la classe ouvrière n’augure rien de bon pour les travailleurs québécois ni pour les travailleurs canadiens-anglais. La politique des communistes est claire : ouvrons le contrat de mariage et établissons pour de bon l’égalité des partenaires. Ce ne sont pas les esprits échauffés et particulièrement déstabilisants des nationalistes qui sauveront la mise. Ils font parti du problème.

Un parti de centre-gauche comme le Parti libéral du Québec, qui a une longue expérience, est capable de redorer son blason; mais il doit accepter, tacitement à tout le moins, que le vrai parti de l’opposition dans la société québécoise, soit le Québec solidaire, se taille une meilleure place à l’Assemblée nationale. La Vie Réelle ne détient pas la vérité absolue et peut errer, mais ses principes de justice sociale, de progrès économique et de libertés politiques lui font dire que les électeurs du Parti libéral du Québec partagent des repères démocratiques nombreux et importants avec les communistes.

On ne peut accepter la politique du pire au nom du changement vers l’itinérance économique et des positions à courte vue face à la crise financière. Par contre, comme en Europe, les travailleurs n’ont pas à faire les frais de cette crise. Ils n’ont pas à être coincés dans le fanatisme idéologique des nationalistes du Parti québécois. Quant aux autres mouvements, la droite extrême peut toujours se les garder. Voilà, La Vie Réelle ne peut être plus claire!

LA PAIX, MAIS OUI ... LA PAIX!

Comme tous ces généraux de l’Organisation du Traité de l’Atlantique Nord (OTAN) ont déjà bien des chats à fouetter et qu’ils n’ont sûrement pas eu le temps de lire ou d'assister à une représentation de la pièce de théâtre de Fernando Arrabal, Pique-nique en campagne, voici un extrait qui pourra sûrement les conforter dans l’idée qu’ils ont d’abord et avant tout raison d’être les gendarmes du monde; veuillez noter que Zepo et Zapo sont soldats ennemis, un étant prisonnier de l’autre :

Si seulement les généraux du Pentagone états-unien, l’OTAN et surtout l’administration Obama qui oscille entre le peuple et les richissimes gros bonnets des États-Unis... et d’ailleurs (le G-8 le démontre) pouvaient renoncer à leurs projets, dont celui de déclencher la guerre civile au Venezuela, d’assassiner Hugo Chavez et de ramener le pays dans le giron genre impérialiste. Histoire de gros sous, comme diraient les jeunes.

Comment s’étonner ensuite que le journal Métro de New York révèle dans son édition du 22 novembre 2010 que, d’après un sondage du Quinnipiac University, « les électeurs américains sont d’avis à 49% contre 43% qu’Obama ne mérite pas un second mandat de quatre ans et lui prédise une lutte à mort, statistiquement parlant, contre des candidats républicains potentiels, que ce soit Mitt Romney ou Mike Huckabee ».

Au fait, l’OTAN, malgré ses prétentions protège qui? Vraiment, il faut se poser la question à la lueur des récents sondages dans les anciens pays socialistes d’Europe où par exemple en Roumanie, l’Institut roumain de sondages d’opinion (CSOP) a réalisé une enquête, d’août à septembre 2010, qui « démontre que plus de 49% des Roumains sont d’accord avec l’idée que la vie était meilleure sous le gouvernement du leader communiste déchu Nicolae Ceaucescu, tandis que seulement 23% d’entre eux pensent que la vie aujourd’hui est meilleure ». D’ailleurs, le Centre d’enquêtes états-unien PEW note en 2009 que la proportion des répondants considérant que la vie est pire sous le capitalisme par rapport au socialisme dans certains pays devenus capitalistes s’établit comme suit :

Pologne : 35%, République tchèque : 39%, Slovaquie : 42%, Lituanie : 42%, Russie : 45%, Bulgarie : 62%, Ukraine : 62% et Hongrie : 72%.

La Vie Réelle est bien consciente que la plupart de ses lecteurs n’aiment pas Joseph Staline; peut-être qu’un jour, ils vont même cesser de lire le bulletin, mais pour ceux qui veulent plonger au cœur de la vérité, un court survol du Rapport de ce chef d’État au Congrès du Parti communiste, le 26 janvier 1934, mérite attention :

« … La victoire du fascisme en Allemagne, il ne faut pas la considérer simplement comme un signe de faiblesse de la classe ouvrière et comme le résultat des trahisons perpétrées contre elle par la social-démocratie qui a frayé la route au fascisme. Il faut la considérer aussi comme un signe de faiblesse de la bourgeoisie, comme un signe montrant que la bourgeoisie n’est plus en mesure d’exercer le pouvoir par les vieilles méthodes du parlementarisme et de la démocratie bourgeoise, ce qui l’oblige à recourir dans sa politique intérieure, aux méthodes terroristes de gouvernement; comme un signe attestant qu’elle n’a plus la force de trouver une issue à la situation actuelle sur la base d’une politique extérieure de paix, ce qui l’oblige à recourir à une politique de guerre. »

CE QU'ON NE SAIT PAS FAIT PAS MAL??

Ce ne sont pas les kiosques à journaux qui manquent à Montréal. De plus, il y a au moins deux chaînes d’information continue en langue française, Réseau de l’information (RDI) – publique et Le Canal Nouvelles (LCN)- privée. Toutes deux sont bien outillées pour brancher le public québécois sur l’actualité internationale. Mais l’OTAN, l’organisation du traité de l’Atlantique Nord, ne connaît pas…

C’est un peu comme le « Mom » Boucher des criminalisés et tristement célèbres Hells Angels qui font la pluie et le beau temps dans les milieux louches, secrets et illégaux, à tout le moins au Québec. L’OTAN, mise sur pied par le gouvernement des USA, après la 2ème guerre mondiale pour « contenir » l’influence de l’Union Soviétique (dont la Russie est l’héritière, version capitaliste « hard »), a le contrôle des pays occidentaux capitalistes, ainsi que leurs ressources militaires pour mieux dominer la planète; c’est pour cela qu’on dit qu’ils sont les gendarmes du monde.

Leur principal ennemi depuis les dernières années, c’est le peuple états-unien et aussi le peuple canadien. Car le gouvernement des États-Unis n’a plus les coudées franches comme au temps de la guerre du Viet Nam. Le peuple américain, même s’il ne comprend pas tout, remarque bien sûr que ses fils –ceux qui veulent se tirer de leur pauvreté dans les ghettos, quartiers ou régions défavorisés partent pour la guerre. Aujourd’hui, les autorités des USA annoncent : ils répondent à une demande de l’OTAN?!

Le peuple états-unien n’est pas dupe, mais il a le cœur sur la main. Pour secourir les femmes et les fillettes de l’Afghanistan, il est prêt à tout; partout et pour tous les peuples d’ailleurs… Mais, on ne lui dit pas que l’OTAN protège d’abord et avant tout des intérêts économiques, dont le pétrole.

Sans être sectaire, on peut envisager que l’alternative est : l’invasion et l’occupation d’une part; et de l’autre, le retour au foyer des militaires accompagné par le démembrement de l’OTAN (et de tous les pactes militaires), qui ont de plus en plus les peuples - d’Amérique latine et du Sud- dans leur ligne de mire, d’autant plus qu’ils élisent des gouvernements progressistes (Bolivie, Équateur, Venezuela…) Pourquoi? Parce que les ressources naturelles sont mises en valeur pour répondre aux besoins des populations et non plus pour enrichir le grand Capital étranger, d’abord et avant tout nord-américain.

Heureusement, les jeunes Québécois ont tendance à s’informer sur les développements dans ces pays; beaucoup participent à des campagnes de solidarité et font un travail d’entraide dans ces pays. Et, tout comme les ouvriers du pays, ils craignent de moins en moins le mouvement communiste. Ils comprennent que le socialisme : économie planifiée pour répondre aux besoins de la majorité, partage avec les pays sous-développés… et beaucoup plus encore; eh bien, tout ça, c’est l’avenir. La démocratie populaire, c’est aussi pour les peuples d’Amérique du Nord; n’est-ce pas mieux que la crise économique conservatrice au fédéral et les allégations criminelles au provincial?

PRÊCHER DANS LE DÉSERT?

On voudrait plus de justice et d’équité

Interrogation : A-t-on le droit d’émettre une opinion quand on ne peut pas l’étayer de chiffres, de données ou de faits vérifiables : là, tout de suite, dans l’immédiat?
On tourne autour du pot maintenant; de quoi veut-on parler au juste?

Ok! Il s’agit de ces fameuses enveloppes brunes que des politiciens –surtout du Parti libéral du Québec (PLQ) au pouvoir- auraient reçues, notamment de la part d’entrepreneurs en construction particulièrement avides, espérant le retour d’ascenseur via des contrats juteux de la part des autorités gouvernementales.

Certains auraient pu penser que la population se résigne et devient cynique, mais ce n’est pas –fort heureusement- le cas. Les travailleurs du Québec, assez avertis sur les dépassements de coûts dans la construction de chantiers publics, ex. hôpitaux, semblent prendre la chose comme allant de soi, sourire en coin et l’air amusé.

Il y a des allégations de corruption avec la mafia en général, mais les ouvriers canadiens-français dans leur ensemble ne sont pas effrayés par le crime organisé, mais ils en sont dégoûtés.
Le Parti québécois (PQ), dans l’opposition, jubile et dénonce, -triomphateur- la gabegie. Mais le ciment ne prend pas. Leurs arguments s’effritent. « Ils ne feront certainement pas mieux », clame la grogne populaire. Pendant ce temps, une danse frénétique pour le pouvoir a envahi la scène médiatique. De tous bords tous côtés, on annonce à qui mieux mieux la fondation d’un mouvement ici ou un parti là appelé à représenter la population québécoise à l’Assemblée nationale. Ils s’ancrent à droite pour certains, issus des « vieux » partis sans distinction; ou encore du centre gauche. Le dernier en liste s’appelle « Québec Renouveau ». Son principal porte-parole, Patrick Herbelin, y va de sa trouvaille (elle a de la barbe aux pieds, en se rappelant une vieille comptine de notre enfance). D’après le journal Métro du 24 novembre, celui-ci s’est exprimé ainsi : « Ce qu’on propose, c’est d’utiliser le système capitaliste pour générer de la richesse et utiliser les préceptes de la gauche pour répartir cette richesse de façon juste et égalitaire. »

Encore une fois, on parle de social-démocratie. Nos amis syndicalistes de la Confédération des syndicats nationaux (CSN) devraient en être avertis. D’autant plus que ces gouvernements, tant en Grèce qu’au Portugal se sont frottés à de forts mouvements de masse. Le 24 novembre, 3 millions de travailleurs portugais ont fait une grève générale contre le plan d’austérité PS/UE, la plus grande grève de l’histoire du pays. C’est la Confédération générale du travail du Portugal (CGTP) qui a animé cette journée de protestation; ce syndicat est organiquement lié au Parti communiste. On pourra étudier l’ampleur de ce mouvement en visitant le site http://solidarite-internationale-pcf.over-blog-net/ .
Un peu partout à travers le monde, les travailleurs scandent : cessons les privatisations… En fait, et y compris au Canada, il faut nationaliser les multinationales, les banques et prendre le contrôle des grandes corporations; bref, démanteler le pouvoir du grand Capital.

Note stridente et stimulante: d’après les deux centrales syndicales du Portugal, « plus de trois des quatre millions de salariés que compte le pays se sont mis en grève, soit un taux global remarquable de 75% de grévistes ».

"TWO WORKERS, NO BORDER!"

La Vie Réelle in English has a new pen pal, a friend from United States. Its name: Marxism-Leninism Today. Both share similar views. We have a common goal: to build stronger links between the working people of Canada (including Québec) and USA. We think that this exchange will be a concrete step towards unity and solidarity between these “two workers without a border”.

Speaking of media, (to be specific: electronic journals) it is obvious nowadays that in the realm of communications, Arts and creations of the mind in general, the governing bodies -CEO of big businesses, multinational managers, chairmen of financial institutions/banks and the like- cannot foresee and propose a future within the capitalist society, especially taking into account its decline.

Their mass media are more than often cynical, warmonger and deadly. They don’t project a life with a future for the youth. It is understandable since capitalism –as reflected in the world of ideas- means the total absence of a rich and modern life for all, for mankind as a whole.
For generations, the population, especially the workers in North America, have been able to consume and buy the goods that they were producing (cars, houses, country-style cottages…). Now, the purchasing power is regressing, the employers curtail real wages and pensions like in Europe, for instance. The cost of living is increasing, while the big capitalists are doing their utmost (with the help of governments) to stimulate consumption in order to maintain profits; enlarging and reducing the credit to working people families and the youth. Indeed, capitalism is jam-packed by contradictions; including strict control within the factories and anarchy in the outside markets.

By the way, one should not be fooled by the frenzy of players in TV Shows, such as “The Price is Right”. They are not stupid. They are most of the time… poor. They want to make a quick “buck”. Like many people, they would like, too, to live the “American Dream”, to make a reality out of this world of illusions.

Anyhow, all participants to such TV programs are “briefed” to react the way they do, with a delirious enthusiasm; the more they are able to make it, the closer they are to win extra prizes. Everything is under control of television producers.

You may still laugh in United States… as long as they tell you to do so. The US people are not that naïve. Who could blame them to expect some fun, from time to time?

Really, when the Communist Party of United States will be again on the move, it will be another kettle of fishes. The American Dream will become the US workers’ certitude!

SOCIALISM, THE FUTURE OF MANKIND?

On November 17th 2010, International Student’s Day, Fidel Castro spoke to Cuban Students at the University of Havana. A word about this day: it is to recall the revolt of Czech students against Nazi occupation of Czechoslovakia in the 1940s and their shooting by the Werhmacht.

Fidel is lucid. He related the colonial and capitalist past of the Island, the current obstacles to develop the country and the future of its people. Independent Cuba was established in 1959 after the overthrow of the US-back regime of Batista. Gradually, they embark on the socialist road of development. But as says Fidel, nobody knew exactly what was socialism.

Even today, mass media, describing the situation in Cuba, deem that it is the dream of only one man: Fidel Castro. Thus, they propagate the message, including in Cuba, that once Fidel will die, the whole country will come back into the capitalist circle. That is: wealth for a minority and hard toil for the majority with the loss of gains, especially in Education, Health and Social Welfare.

Already, there are forces, -organized furthermore-, who speculate on the economic difficulties of Cuba and make a lot of money for private interests, delinquent people that one can call parasites. Fidel does not hide this reality. These people, bandits (that he calls), use the public goods and services to enrich themselves, for instance with the delivery of oil for « new rich » consumers.

Almost everybody who went to Cuba for holiday will tell you a story of some Cuban people, including officials, who made special « arrangements » with tourists to get more dollars. It is worthy to stress that those tourists are more than often petty bourgeois elements of developed countries like Canada. Fidel call upon the Cuban people and the youth to combat corruption and carelessness, because it can be defeated.

But it was not the crux of his speech. He dealt with the failure of the last G-20 meeting in South Korea. The Montréal newspaper Métro (November 12-14, 2010) explains the rivalry about the currencies, for instance. The US dollar is actually losing ground.

When we look at Cuba, we know that nevertheless the hardships, the power remains in the hands of the people, not the Castro’s ones (whaterver repeats the Right), to be accurate. At the opposite in Québec, the liberal government, in response to the Left, just promise, as reported also in Métro, that « reforms' suggestions on the process of elections will be evaluated starting January 2011 ». In fact, there is only one elected left deputy, representing the party Québec solidaire. This party seeks proportional elections, since the trend to support the Left is always stronger in Québec, and in the whole of Canada, especially with the economic crisis, that is experiencing the Canadian people.

This newsletter has spoken very often about Joseph Stalin; however it has nothing to do with a cult of personality. The purpose was to give full scope to a man that the Western mass media depicted as a « monster », a « red tyrant » and the like. On the other hand, this coverage does not have as a goal to give, for instance, a false appreciation of what he did and to counterbalance it through the prosperity he achieved in Soviet Union on the other one.

That is one of the reason why Pour la KOMINTERN now! supports the idea that there should be a commission to study Stalin case, to get rid of impressions, allegations, hearsays and any other brainwashing approaches, notably in the large capitalist countries, where the big Capital is using the mass media to control the minds and consciences of workers and let them ideologically disarmed in face of multinationals and big corporations pundits… The working class has no « real choices ». Meanwhile bourgeois media say: “capitalism as a system is good!” And they add: « can’t you get it into your thick head?” In fact, the working people are not that gullible.

At the same time, Métro and other media in Canada, including in Italy, spill ink to « inform » the public: « Rizutto a été tué d’une seule balle », (Rizutto has been shot by one bullet). It relates the murder of one mafia boss in Canada, at length. Naturally, the written press, around this day, was an excellent sold out.

Do they represent the kind of people that the workers expect to follow as opponents to the capitalist system; while organized crime benefit from it; from the fear they instil in the ordinary people mind and the orgy of dollars they gather through all their traffics, not to specify “drugs” made available to young people, very often disillusioned by the absence of job perspectives.

As the Young Communist League of Canada (YCL) repeats, we must struggle for a Life with a Future. It is probably why there was such an outstanding success for the 25th Central Convention of the YCL September 24-26 at the University of Toronto.

Stephen Harper est un jeune homme fort bien élevé. Il est le Premier ministre du Canada. Il est fier : on a dit de lui qu’il ressemble à John F. Kennedy. Avant de prendre une retraite bien méritée, il a eu le mérite de rendre les guerres plus acceptables dans l’opinion publique de son pays.

On ne lui a jamais demandé, semble-t-il, s’il agit dans les meilleurs intérêts des travailleurs de son grand pays. De toute façon, lui et ses copains ont vite compris que la façon idéale de diriger, c’est par le biais de « ballons d’essai » : on envoie un message et on attend les réactions de la population et la rumeur naissante.

Vous voulez un exemple? Le Parlement a décidé de rapatrier les troupes d’Afghanistan pour le 1er juillet 2011, comment contourner cette décision sans trop prendre de front les travailleurs qui exigent la paix et la fin de l’occupation?

Semblant de rien, un ministre de son cabinet, Peter MacKay (Défense nationale), annonce début novembre dans Métro « que le Canada pourrait rester en Afghanistan jusqu’en 2014 », mais sans coup férir, i.e. il n’y aurait plus de présence sur le champ de bataille comme tel. Pour dorer la pilule, il s’associe le Parti de l’opposition, le Parti libéral du Canada par le biais d’un ancien premier ministre adjoint, John Manley, qui « a déclaré que la mission d’entraînement (des forces afghanes, ndlr) était une bonne idée pour le Canada après tant d’années de violents combats… »

Les choses étant ce qu’elles sont, le journal montréalais The Gazette ne pourra taire, quant à lui, que deux parlementaires républicains des États-Unis, John McCain et Lindsey Graham, « ont publiquement pressé le Canada de continuer sa mission de combat à Kandahar ». Pudiquement, le quotidien résume la situation en affirmant que « des négociations entre Ottawa et l’Otan sur le rôle d’entraînement pour le Canada ont eu lieu depuis un certain temps. »

Mais non Stephen, tu n’as rien fait d’irrépréhensible. C’est dans la nature même des partis du grand Capital que d’agir de la sorte. En date du 9 novembre, Métro rapporte tes propos cinglants : « Peu importe la tribune et l’enjeu, que ce soit à l’ONU ou devant la Francophonie, le Canada gardera le cap et il s’opposera à ceux qui veulent ‘rayer Israël de la carte’… »

Stephen ne cherche pas du côté des communistes! En marge du Sommet de Lisbonne de l’Otan, « le Comité central du Parti communiste d’Israël (CPI), tient le gouvernement Netanyahu-Barak-Lieberman et l’Administration Obama, qui le soutient entièrement, complètement responsable de l’impasse diplomatique dans la région et du danger d’une autre guerre. Le CPI encore une fois souligne que tout progrès vers un accord de paix passe par l’arrêt de l'implantation des colonies, incluant celles de Jérusalem Est, et qu’un tel accord requiert l’évacuation de toutes les colonies construites dans les Territoires (arabes, ndlr) depuis juin 1967. […]

Le Comité Central a décidé de faire du "socialisme au 21ème siècle" un thème central du 26ème Congrès du CPI qui aura lieu en 2011. Le Comité central et les instances locales initieront et feront la promotion de discussions sur ce sujet tout en développant le point de vue de classe sociale comme noyau de toute analyse sociale et politique, ainsi que de l’unité juive et arabe au sein du parti. »

Il ne faut pas que ça t’horripile Stephen, d’autant plus que le Parti communiste du Canada appuie le point de vue de ses camarades israéliens.

Plus que tout et malgré la campagne inouïe des mass média, tu savais que le mouvement communiste international n’avait pas rendu l’âme. Aussi, ce fut encore davantage un brutal réveil que d’apprendre via l’ambassade du Canada à Moscou (Russie) que 50 000 personnes ont marché dans les rues de la capitale, à l’appel du Parti communiste pour commémorer le 93ème anniversaire de la Révolution d’Octobre.

Le site de Solidarité internationale PCF (Parti communiste français, ndlr) a permis au secrétaire général du parti, Guennadi Ziouganov, « de rappeler toute la vigueur du parti héritier du PCUS fondé par Lénine, mentionnant que le PC russe a réalisé 25 000 adhésions, surtout chez les jeunes, l’an dernier; ainsi que les derniers résultats électoraux obtenus ».

Le dirigeant communiste a conclu : « Au XXème siècle, notre Parti a relevé trois fois notre pays de situations extrêmement délicates. Et au XXIème siècle, les communistes, avec les forces populaires patriotiques, sous la bannière de la grande révolution d’Octobre et de la grande Victoire assureront son rétablissement à l’avenir! Notre cause est juste, à nous la victoire! »

Oui, Stephen, toutes ces choses : « communistes, marxistes, socialistes… » c’est un petit peu dur à avaler, surtout quand on se sent si bien en selle. Pourtant, ce sont des idées qui naissent spontanément dans la conscience des ouvriers. Le Parti communiste qu’on feint d’ignorer, lui, existe et organise ce flot indomptable de rébellion qui bouillonne chez les travailleurs.

Peut-être penseras-tu que c’est uniquement le Parti conservateur qui est visé? Détrompe-toi, c’est le système capitaliste, en putréfaction, qui est la cible –encore un peu floue certes- mais réelle.

Si tu voyais comment la journée s’annonce belle à Montréal aujourd’hui!

ÉDITORIAL

Une pétition circule ces jours-ci « demandant la démission du député de Sherbrooke en tant que chef du gouvernement et premier ministre du Québec ». Cette pétition considère qu’il refuse d’accéder à la demande populaire et des différents partis de l’opposition concernant : « la mise sur pied d’une commission d’enquête publique sur les liens étroits entre le financement des partis politiques et l’octroi des contrats gouvernementaux; la mise sur pied d’un moratoire sur les gaz de schiste; et [la négociation], malgré l’opposition d’une forte majorité de la population québécoise, quant aux orientations du gouvernement et aux mesures prévues dans le budget deux mille dix. »

Une conseillère syndicale, Mireille Bénard, du Conseil central du Montréal métropolitain de la Confédération des syndicats nationaux (CSN) a fait parvenir le texte de la pétition aux proches, semble-t-il, avec la mention : ça fait du bien de le faire, -jusqu’aux instances du Parti communiste du Québec. Voilà comment, elle a abouti entre les mains de l’auteur de ces lignes.

Réaction : la colère. Encore une fois, les conseillers de la CSN s’amusent. La croisière s’amuse. Ils ont le sort de plus de 300 000 membres entre les mains, mais ils trouvent plus utile d’enfoncer le clou des stéréotypes quant au Premier ministre, Jean Charest.

Ils ont droit comme n’importe qui de contester l’autorité du Premier ministre. Ils doivent avoir des preuves à l’appui. Surtout, ils ont le devoir de se préparer pour les prochaines élections et de mousser la candidature de personnalités qui supportent leurs orientations. Le feront-ils? Il faut en douter. D’autant plus que, sachant qu’il existe le parti politique Québec solidaire, ils se hâtent de mettre sur pied l’Alliance sociale invitant « tous les groupes progressistes à s’unir pour faire front commun en vue du prochain budget ».

Les mandarins syndicaux veulent garder le contrôle.

De plus, il est de bon ton au Québec, pour tous ces « militants » de dénigrer le Premier ministre et son gouvernement libéral; pour des « syndicalistes » qui n’ont jamais vraiment eu à prendre des responsabilités, à se faire geler sur des lignes de piquetage l’hiver et manger tout ce qui coûte pas cher pour faire valoir ses droits. Tout est en place maintenant. Le grand-père, Eugène Paquet, le savait lorsqu’il militait pour la Confédération des travailleurs catholiques du Canada (qui a précédé la CSN).

On ne lançait pas d’accusations en l’air à l’époque. La vie n’était pas si facile. Et puis les enjeux étaient clairs. Si on condamnait après-guerre le gouvernement en place pour un programme social, ce n’était pas avec l’espoir caché que cela ouvrirait la voie pour rendre le Québec indépendant. Les syndicalistes d’alors n’étaient peut-être pas « politically correct », mais ils avaient la franchise de leurs convictions les plus intimes.

Aujourd’hui, quand on critique les Libéraux, c’est avec l’espoir que les travailleurs opteront pour l’autre choix : le Parti québécois et son projet d’indépendance du Québec. Nos militants ont l’esprit retors et des conditions de travail et salariales hors du commun. Ils se la coulent douce. Tant mieux pour eux, mais ils doivent s’attendre à ce que les défenseurs de l’honnêteté, de la franchise, de la droiture, et surtout du respect pour les travailleurs -qui ne savent que payer des factures et rattraper le coût de la vie-, lèvent le ton. C’est de cela dont il s’agit : maintenir le pouvoir d’achat. Ce qui amènera la classe ouvrière à congédier un de ces jours toute cette clique qui pavoise . À ce moment-là, c’est la gauche qui remplacera ces gauchistes, au mieux des anarchistes, dont les problèmes des travailleurs n’ont vraiment pas d’importance, tout autant que les derniers sondages sur la progression du vote séparatiste et sa force d’attraction chez « les nouveaux arrivants ».

Ce n’est que partie remise!

U.S. ELECTION THROUGH A CANADIAN EYE

We are a bit distant from the action, but we certainly don’t want to lose anything about it. So, the journalists of the Québec Mental Health national magazine, Mentalité, were getting ready for work on November 3rd. One question was on the tip of the tongue: what do you think or the setback of Obama?

The answer was plain and simple: U.S. President Obama was not defeated. He still represents hope and betterment in USA. But now, workers are getting more aware of the whole situation. Already, one month before the Election Day, “some 200 000 people came to Washington DC for a March for Jobs. [Even] the Transport Workers Union (Local 100, representing bus and subway workers in New York City, sent one of the largest delegations), UAW (United Auto Workers, Ed.), the American Federation of Labor-Congress of Industrial Organizations (AFL-CIO) and many anti-war and social justice organizations [were there]”. This piece was published in the Bulletin of the U.S. Friends of the Soviet People in fall 2010. They recalled that “in the 1930s, during the last Great Depression, there were huge sit-down strikes, local general strikes and mass demonstrations.”

CommonDreams.org website wrote this same week that in USA “inequality had increased so much since the 1980s, Citi strategists noted in 2005, that the richest 1 percent of households and the bottom 60 percent had ‘similar slices of the income pie’. Even better, they said, ‘the top 1 percent of households account for 40 percent of financial net worth, more than the bottom 95 percent of households put together. ‘And the Bush ‘administration’s attempts to change the estate tax code and make permanent dividend tax cuts, plays directly into the hands of the plutonomy.” This site adds that “average wages are 7 percent lower today, adjusted for inflation, than they were back in 1973 [...] Wall Street plundered your livelihoods, homes and retirement funds – and now they want you to bail them out, again, with your vote.”

Several U.S. analysts anticipated this vote, and the dissatisfaction of the people towards Obama. According to the U.S. website Change.org Weekly: “This is in part due to how the economic crisis that started well before Obama’s inauguration has overshadowed the accomplishments his administration and Congress have had despite long odds: historic health care reform, a stimulus that prevented a second great depression wile making long-term investments in clean energy and public transportation, and an overhaul of our financial regulations system to prevent future economic crises.”

The 11 million members strong AFL-CIO goes one better through its President, Richard Trumka and says: “Voters in this election were angry, and for good reason. They’ve felt the pain of economic collapse. And they’ve paid for it with jobs, their homes and often their hope. Many working people knew in their gut that Washington insiders did too much to help Wall Street and the banks, and not enough to help average people. [They] reject privatizing Social Security and raising the Social Security retirement age...” They already resent the fate of their European comrades.

Big Capital and multinationals reluctant to put their eggs in the same basket supported an even more conservative new comer: the Tea Party movement, with goals of personal, fiscal responsibility and smaller government. In a nutshell, it means: less taxes for the rich and big businesses and less control of the government over the operations of these corporations and huge capitalist enterprises. New York City Metro wrote: “According to a recent CBS poll, 22 percent of Americans view the Tea Party favourably, up from nil when the movement started in January 2009. Five in 10 Tea Party supporters are Republicans, while two in 10 are Democrats. ‘They don’t like how government grew under George W. Bush with the bailout of the banks and auto industry...” Like Sarah Palin, “the movement’s unofficial head, they’re often Republicans”.

But they don’t blame the federal government for military spending like in France where the people strongly condemns that, “while in deep social and political crisis, members of Parliament and the Senate will vote on a 31 Billion Euros Budget for Defence, with 16 Billions on new arms programs”.

In fact, European Big Capital -as an whole- wants to make a quick buck and press on “friendly” governments to use public money (from Health, Education and Public Services...) for their own purposes and let the public opinion thinks that this is a debate based on the personal confrontation between French President, Nicolas Sarkozy and the people, while hiding in the shadow the role played by the European Union, with the “carelessness” of too many opportunist trade union leaders, including the leadership of the French Communist Party.

It seems obvious that in USA, the current leaders of the official Communist Party USA (CPUSA) are not on the offensive mood either. Their electronic bulletin, People’s World, affirms about the Election: “Had the unemployment rate been 7 percent and falling, and had the economy showed more tangible signs of revival, the outcome would have been very different.”

But, why don’t they move on to reach this goal, why don’t they mobilize the workers around these issues? Abroad, we did not hear anything regular, determinate and vindictive about it!
They say: “But the ugly economic reality on the ground has left millions in dire straights, confused and angry, and looking in all the wrong places for someone to blame.”

How can’t they be if "confused and angry"? Nobody proposes them any concrete step to fight the big corporations. Of course, they will blame the President. It seems that he is the new Messiah for all of those who claim to be on the Left.

Their general-secretary continues: “Nevertheless, whatever the administration’s failings (and ours as well) –oh la la, what a confession! The “CPUSA” is part of the problem (!); why not being part of the solution and present a real alternative: its program for socialism in USA? It will be new for many people. It is high time for workers to learn there is a way out. Then, it will be true to hammer down: “On this ground will emerge a people’s coalition that is bigger and stronger than the one that elected Obama in 2008”. It will be led with the full participation of the Communists.

As the French communist and l’Humanité journalist, José Fort, wrote on November 3rd, “we hoped that Obama would help the poorest, being open to the world and helping the emancipation of peoples”. Consequence: many people did not go to vote: “Black, Young, Urban and Middle-Class”. One Chicago student spoke on radio and said: “our conditions did not change, they are worse”. On the other hand: “100 million Americans live with an inferior income by comparison to their parents when they had the same age. 8, 4 jobs were lost since 2007. One American out of five is jobless or underemployed; 30% of high schools students leave school without a diploma.”

Further Obama did not succeed in any of his world challenges: “No result in the Israeli-Palestinian negotiations, quagmire in Afghanistan and still more killings in Iraq...”
“They are two options for Obama: to remain on the side of lobbies, multinationals, the republican one; or to put in application his electoral promises.”

The New York City Metro reports: “U.S. voters swept Democrats from power in the House of Representatives and increased the GOP’s ranks in the Senate yesterday. Anxiety about the economy and discontent with President Obama’s leadership fuelled big GOP gains that toppled House Speaker Nancy Pelosi from power and are likely to slam the brakes on Obama’s agenda.”
The second part of this Shakespearean tragedy could be played behind close doors. The people, the AFL-CIO, the official CPUSA must put pressure on Obama. On the other hand, as reported by the Toronto Metro, “Top Republicans signalled Wednesday they are looking for common ground with Democrats.” The President intends to “work together now that Republicans are back in a position of power in Congress”; there could be agreement on the financial situation of the government and climatic changes, says the Montréal Métro.

The struggle goes on. We can predict that there is room for a real Left alternative in USA. The Toronto Metro stresses that: “voters under 30 far prefer Democrats, as do Hispanics and Asian-Americans...”
The Communist Party of the Peoples of Spain came up with some orientations recently and it might apply to the CPUSA:
· Articulate and/or consolidate the united wider structures of social, political and trade union organizations to defend workers' rights and organizing in specific fields for those who are the most class awared.
· Continue to maintain and develop the direct communication of the Party with the working class and especially the workers in struggle.
· Support and express our solidarity with struggles of the Greek, French and Portuguese working class.

QUE LINDA ES CUBA!

We have a new friend. A wonderful and strong one! His name? Gerardo Hernandez. It sounds “Spanish”, of course; he is Cuban, like our friend Antonio Guerrero. Who is Gerardo? Who are they, both?

Former director of Cuban Affairs in the U.S. State Department (1977-1979); chief of the U.S. Interests Section in Havana (1979-1982), Wayne S. Smith, called - in The Nation (July 13, 2010)- , upon the U.S. Administration to “Free the Cuban Five!”: “They were members of the Cuban Intelligence Service who were sent to the United States not to spy on the US government or any of its entities but to penetrate certain Cuban exile organizations and gather information on terrorist activities they were carrying out against Cuba –information the Cubans would then provide to the FBI so that it could move to halt those activities. In June 1998 three FBI representatives were invited to Cuba to meet with Cuban counterparts. They returned with some sixty-four folders of pertinent information. The Cubans then waited for the United States to take action against the terrorists. But they waited in vain. Rather, the FBI, apparently able to determine from the evidence the identities of the sources, arrested the Cuban Five a few months later. In 2001 they went to trial in Miami, where anti-Castro sentiment was so strong there was no chance even of empanelling an impartial jury. Defense lawyers asked for a change of venue, arguing that without it, there could not be a fair trial. Incredibly, their request was denied.”

In this case, Gerardo Hernandez “was accused of conspiracy to commit murder [while) there was not a shred of evidence that [he] was in any way involved”.

On June 7, 2010; The Washington Post reported that the U.S. Defence Secretary, during a face-to-face meeting with Lieutenant General James R. Clapper, - from U.S. Air Force-, asked the would-be director of national intelligence:
“Did you find any evidence indicating that Gerardo Hernandez was trying to obtain secret information?
Answer: No, not that I remember.”

Building a new Cuba

The story is not a “spy story”. The whole thing boils down to the protection of a nation all-out to build a new society. For the period 2011-2015, the Cuban Federation of Workers (CTC) declares: “Our state cannot nor should it continue to maintain businesses, production organisations and services with over inflated staff budgets, resulting in losses that weigh down the economy. They turn out to be counterproductive, generate bad habits and deform the conduct of workers. It is necessary to increase production and quality of services, reduce inflated social spending and eliminate bulky improper gratuities, excessive subsidies and study as a source of employment early retirement.”

“A matter of singular importance is salary. It is necessary to revitalise the principle of socialist distribution: to pay each according to the quantity and quality of work carried out. The system of remuneration for results, applied in workplaces with staff arranged more efficiently, will continue to be the way to lift productivity and, as a result of that, the income of the workers.”

One can read this declaration in the Communist Party of Canada’s newspaper, People’s Voice, October 1-15, 2010. This paper in the October 16-31 issue published a lengthy commentary by Elisseos Vagenas, member of the Central Committee of the Communist Party of Greece, and responsible for the International Section of the CC-KKE, that appeared first in Rizospastis:
“They (bourgeois media, Ed.) concealed that Cuba has faced for decades imperialist encirclement, a regime of economic ‘suffocation’, imposed arbitrarily by the US. Its losses since 1959 are estimated at $ 7, 513 billion, a huge amount for a country like Cuba given its size and its productive capabilities.”

“Communists throughout the world hope that the CP of Cuba will manage to maintain its revolutionary readiness and the deep bonds it has with the working class so as to isolate the forces that will seek the overthrow of socialism. Such forces emerge objectively due to the pressure of the economic blockade and the well-paid support of the imperialist aggressiveness. While expressing its “solidarity with the struggle of the people and the Communist Party of Cuba, the KKE reiterates: “our worry, our vigilance, our critical remarks, by the study of the socialism we knew and the defense of the conclusions we drew in our 18th Congress that have to do with our perception on socialism.”

About those who wish ‘Goodnight Fidel’, while their real intention was to say ‘goodnight’ to the Cuban Revolution, KKE says: “the peoples have inexhaustible powers and the Cuban people have proved that!”

MOSCOU - UN AMOUR ÉTERNEL

Je regardais une émission de variétés françaises sur la chaîne internationale francophone TV5. Un jeune jongleur russe s’est acheminé face à l’écran et a présenté son numéro. Quel brio, certes! Mais la musique qui accompagnait ce tour de force, eh bien c’était une chanson de Charles Aznavour, Un amour éternel (Vechnaia Lioubov).

Je fus saisi d’une grande émotion. Oh, Moscou! Qu’es-tu donc devenue? Toi qui as fait de moi un homme, toi qui m’as éduqué en tant que communiste, dans l’espace de deux voyages. Le premier à l’été 1977, alors que je venais d’être réélu à l’Exécutif de l’Association nationale des étudiants du Québec (ANEQ) en tant que secrétaire à l’information de cette fédération qui regroupait 110 000 membres; le second fut toute une épopée, qui a duré sept beaux mois.

Car, en janvier 1979, je partis pour l’Union soviétique, un peu à l’aventure, pour étudier à l’École supérieure de formation des cadres des partis communistes près du Comité central du Parti communiste de l’URSS. Oui, le nom est plutôt long. Entre nous, on disait : l’École du parti. J’étais moi-même un membre du Parti communiste du Canada.

Moskva, n’est-ce pas ainsi qu’on t’appelle en russe, tu m’as accueilli, recueilli et instruit? Quand je suis revenu à Montréal, je vivais à distance avec toi : une liaison heureuse, tes succès étaient nos succès; mes succès. Tu étais généreuse. Tu as reçu tous les exilés de la Terre : les Espagnols de la République, les Grecs de la Résistance et les Chiliens du socialisme et j’en passe.

Et puis est venue cette nouvelle qui m’a frappé et encore frappé, comme un coup de poignard au cœur. Les sbires de l’horreur reprenaient ouvertement le contrôle. On t’a violé Moskva. Ton voile virginal a été souillé et lacéré. Quelle douleur! Nous ne pouvions rien faire, nous du Canada. Comme beaucoup, nous avons cru que la « démocratie » s’installait. Ce fut un leurre…

Mais ce n’était que le dernier épisode du retour vers le capitalisme, cheminement qui avait été adopté après la mort de Joseph Staline dans les années 1950. J’entends les détracteurs : tiens un fidèle du culte de la personnalité. Qu’est-ce que je peux répondre à cela, si ce n’est que dans mon pays, il y avait Maurice Richard, un homme du peuple, qui fut un joueur de hockey hors-pair, je dirais même plus qu’excellent et qui vit toujours dans nos mémoires? Il n’a pas terrassé l’hydre nazie. Il n’a pas conquis la paix, mais on le vénère.

Le Premier ministre de Grande-Bretagne, Winston Churchill, a dit de Staline qu’il « était empreint d’une énergie extraordinaire, c’était un érudit, avec une volonté forte, inflexible, impitoyable au travail de même que dans les discussions et que, moi-même, malgré toute ma science du Parlement anglais, je n’aurais pu contredire en rien. La force active de son travail était si grande, chez lui, qu’il constitue un cas unique, parmi tous les chefs d’État de tous les temps et de tous les peuples. […] Lorsqu’il entrait dans le hall de la conférence de Yalta, chacun de nous, comme si on nous l’avait commandé, se levait et, de façon surprenante, gardait les mains sur les coutures des pantalons tout en restant immobile. Il possédait une intelligence profonde. […] Non, quoi que l’on dise de lui, ni l’histoire ni les peuples ne l’oublieront. » (Staline, le plus grand stratège militaire de la seconde guerre mondiale et de tous les temps, Discours de Hysni Milloshi, Premier secrétaire du Comité central du Parti communiste d’Albanie, 2003, cité dans Northstar Compass, Montréal, édition française, vol. 8, no.3, mai-juin 2010, p. 31).

Les évènements malheureux des années 1980-1990 en Union soviétique m’ont précipité dans le deuil et dans une grande souffrance intérieure. Tout ce que je pouvais faire, c’était de continuer d’étudier ta langue, le russe. J’espérais tant que ça change.

Je t’avoue que j’ai douté. Les mass média ont déversé leur fiel contre pratiquement tout ce que tu avais entrepris au nom du socialisme; en même temps, c’est le Parti communiste de mon pays qui titubait et « perdait des plumes ».

Et puis, j’ai senti le besoin d’aider les camarades états-uniens dans la reconstruction de leur parti. On m’a parlé là-bas du Conseil international pour l’amitié et la solidarité avec le peuple soviétique. J’ai hésité. Excuse-moi, Moskva; mais chat échaudé, craint l’eau froide. J’ai tâté le terrain. Première constatation : il manquait de jeunes. Dis-moi, suis-je trop vieux à 53 ans?

Pourtant, je t’aime mieux et plus qu’avant, Moskva. Nous n’avons plus rien à nous cacher. Tu me connais et moi de même. Le temps de la séduction est derrière nous. Nous pouvons vieillir ensemble et nous avons encore de belles années comme on dit ici. Alors, si tu veux bien et si tu me laisses y aller à mon rythme, nous pouvons –non pas revenir à la case départ-, mais repasser dans les sentiers qui ne sont pas vraiment oubliés et redécouvrir cette profonde unité qui a jadis fait ta force.
Je lis davantage sur toi, sur notre Joseph et j’essaie d’ameuter mes amis et connaissances. Il me semble que nous serons nombreux, jamais trop, au rendez-vous. Fais-moi confiance, Moscou, celle dont je voudrais sauter au cou. Tu es généreuse, tu verras que tes amants toujours plus hardis et fidèles clameront : vive Moskva!

A PROGRESSIVE PARLIAMENT FOR USA

On Election Day, November 2nd 2010, the people must vote for the Democrats, in the absence of the Communist ticket.

MONTRÉAL – One word about the break up of the US communist newspaper People’s Weekly World: the US Marxist, James Connolly, recalls that “the Party’s newspaper during the repressions of the McCarthy period served as ‘the only means for the CPUSA to reach outside of its own ranks.’ (Zoltan Zigedy, ‘The Demise of an Old Friend, the PWW’). To this day, the newspaper remains the single most effective way for the Party to communicate with broader masses of working-class people [...] through distributions at mill gates, on shop floors and picket lines, at mass meetings, and even deliveries in neighborhoods.”

This “get to the topic” reveals the dead-end of the current electoral campaign in USA, while the communists don’t have any more the will –in the case of the leadership-, and the possibility –in the case of the membership- to expose their views and to support their own candidates. As for the General Secretary of the Party, Sam Webb, he wrote: “They (the workers, Ed.) expected bold action on the economic crisis, but it didn’t happen. The stimulus didn’t go far enough. Ditto for health care legislation. The scale and pace of change has been too slow – too many people are out of work, out of affordable health care, and out of their homes.” At last, one wise conclusion about this system...

This viewpoint is shared, for other purposes, by Rightist, CNN’s journalist, Tom Foreman who wrote in New York Metro newspaper, on October 18th, that “many congressional Democrats are sprinting away from any association with the White House as they try to salvage this election. It’s no wonder. They are getting more bad news than Sarah Palin (Republican presidential contestant, Ed.) when Bristol calls. The unemployment numbers stink. The mortgage crisis is still a mess. The deficit is ballooning. And the polls are placing the president in the middle of it all. Even a novice campaigner knows to run from that.”

Instead of advancing its program, –that we are not informed of-, the CPUSA electronic journal People’s World lectures (!) us: “Politics is a contested, complex, and impure process. There are waves and breaks –progressive and reactionary – in continuity to be sure, but in between there are longer periods in which the struggle doesn’t soar to new heights or sink to new depths, but still is consequential to the breaks that do come.” Webb is certainly a “nouvelle vague” poet, but he seems to forget about bread and butter issues, that the working people are longing for.

The CPUSA Labour secretary, John Wojcik, is not any better. Here is one of his last reports of the AFL-CIO President Richard Trumka"s speeches: “The ‘enthusiasm gap’ among progressive voters, he told the union leaders, is also the result of frustration that comes from watching Republicans throw up roadblocks on every single thing workers care about, and additional frustration comes from watching some of the Democrats ‘we thought were our friends’ join them saying, ‘Go slow, play it safe, split the difference.’”

The US conservatives don’t say much about the toll of wars in the US Budget. With Foreman, quoted above, they repeat that “President Obama’s Dems are in trouble now: a broad sense among voters that the party had launched too many programs that were too expensive in an economy that was still too weak.” It is worthy of noting that New York Metro “does not endorse the opinions of the author”. They are aware of their readers' expectations: less war, less bails-out to US monopolies and banks, more for the needed and the workers...

Talking about the work of the union staff with the rank-and-file members, he continues: “After a relationship is established, the AFL-CIO staff can roll out the program”. You say: a program... What does it look like, what does it deal with? The Party leaders affirm that the workers are not ready for more. Wrong! The Pew Opinion Poll (May 4, 2010), which came out after the Rasmussen poll, found that 43% of Americans under 30 years old describe “capitalism” as positive but the same poll found that those who described “socialism” as positive also equated 43%. Those figures were taken from a Jarvis Tyner (one of the Party leader, Ed.) speech at a youth conference in USA, last summer.

Probably, the members of Communist Parties around the world cannot understand the scale of damages caused to the cause of communism in USA, by the Sam Webb clique. As put it several members of the CPUSA since last spring: “We need another Jacques Duclos!”

In the history of the Communist Party of America (CPA), it is related that: “Internationally, Jacques Duclos, secretary of the Communist Party of France, published an article that solidly denounced Browderism (akin to Sam Webb’s political views). The article played an important role in mobilizing already existing opposition to and critics of Browder. The CPA received a copy of Duclos’article on May 20, 1945, which was immediately discussed in the Political Committee. [...] A special convention was held in July 26-28, 1945. The convention thoroughly cleansed the party of Browderism and restored it to a solid Marxist-Leninist basis. The CPA was liquidated and the Communist Party was reconstituted. [...] The reconstituted Communist Party rejected Browder’s post-war no-strike line, incentive wage, subservience to the tow-party system, and ‘organized capitalism’. Browder then tried to build a revisionist factional grouping. However, he failed to split the party and in early 1946 he was expelled.”

“The history of the crucial defeat of Browderism and the restoration of the party are more relevant now than ever. The CPUSA is currently controlled by another group of right-opportunists who also seek to liquidate the party much like Browder tried to do. Only the CPUSA’s membership and supporters can save it at this key moment. Strengthening of the CPUSA as a Marxist-Leninist party will allow for new, bright chapters of its history to be written.”

Most likely, friends and supporters of the CPUSA around the world will be adequately informed about the situation at the 16th Congress of the World Federation of Trade Unions, in Athens in April 2011, outside the convention floor.

SOME INTERNATIONAL CLUES

A statement by the Canadians for Peace and Socialism, on October 13th 2010, stresses that “the rejection by a majority of the member states of the United Nations, of the bid by the right-wing minority Conservative Government led by Prime Minister Stephen Harper for a seat on the Security Council of the UN is a stinging defeat for the pro-NATO, pro-Israel, pro-war, anti-people’s program foisted on the UN by the leading G7 imperialist states led by the U.S.A. [...]

There should be no doubt that the minority right-wing Harper Conservative Government was delegated by international reaction led by the U.S.A. to attempt to seize another position on the Security Council to strengthen the extremist pro-war forces in the inner circle of the UN. The Harper administration is viewed by international finance capital as a reliable representative of extreme reaction, an avowed and open exponent of subverting the U.N. to the purposes of U.S. imperialism. The defeat of the Harper Government’s bid is a significant event in the struggle to preserve the integrity of the original intent of the U.N. and its Charter.”

WORKERS' CONGRESS IN CANADA

MONTRÉAL -- From November 29 to December 3, the Québec Federation of Labour (500 000 members) will hold its 29th Congress in the Province of Québec, the homeland of the French Canadian nation (7, 8 million inhabitants). For the leadership of the union, “whatever may be their status, workers must be respected”. One of the two main topics will be the amelioration of the pension plan. This was reported by Le Monde Ouvrier/September-October 2010.

On the other hand, Unity, the Communist Party of Ireland’s newspaper, mentioned in September that “French unions have launched a massive strike over President Nicolas Sarkozy’s deeply unpopular plans to raise the retirement age from 60 to 62 by 2018. Two million public and private sector workers, students and pensioners took part in over 200 street demonstrations across the country against the pension “reform”, which would also lift the age at which employees would be eligible for full pension payments from 65 to 67.”

Meanwhile, a less developed country, Bolivia, according to news release has decided in May 2010 to decrease the retirement age from 65 to 58 years old, and will consider 56 for underground worker; each of worked years will count for two.

It goes side by side with the general demands of the World Federation of Trade Unions (WFTU). The union is not well-known in Canada and United States. So, just a reminder: WFTU has 72 millions members in 110 countries in Latin America, Asia, Africa and Middle-East. Its own 16th Congress will take place in Athens, Greece, April 6th to 9th 2011. Observers from Canada will be “on the spot”.

Unity, titled “We will not pay for their crisis” and forwarded the union statement that coincided with their International Day of Action, Tuesday 7th September. They demand: “to stop the expenditure on military equipments and this money to be granted to the unemployed and the poor [...] Through small and big struggles, the international working class will understand that the future of humanity can be drastically improved only through the abolition of the exploitation of man-by-man”.

At the European Seminar of Communist and Workers’ Parties in London, communists urge workers to organise and mobilise: “for increased taxes on wealth and monopoly profits [and] for the reduction of retirement ages and substantial increases in pensions”, (Unity, 14 August 2010).

The French WFTU affiliated, Front syndical de classe, remembered the words of the late General Confederation of Labour (CGT) General Secretary, Henri Krasucki: “There is nothing more harmful to the workers than class collaboration. It deprives them from their tools in the defence of their own interests and provokes division. Class struggle, on the contrary, is the basis for unity, its most powerful leitmotiv. To achieve it with success, while uniting the workers, we created the CGT. Class struggle is not an invention, it is a fact. It won’t stop just by denying it: to stop fighting equals a general surrender of the working class to exploitation and crushing.”

The reader will then understand that on October 1st, WFTU called rightly upon its members and friends in Ecuador to deepen and accelerate the transformations in the country for the best interest of the working class and its goals, and wishing a rapid recovery to the President Rafael Correa after the attempted Coup d’État.

What is generally called “US imperialism” was behind this plot. But there is another America. The CP USA People’s World published on October 2nd this piece: “Actor-singer Harry Belafonte remembered Dr. King’s 1963 “I Have a Dream” speech at the Lincoln Memorial as well as his 1967 Riverside Church speech in New York City against the Vietnam war. He pointed out that Al Queda has as few as 50 members. “Do we really believe that sending 100,000 troops to kill innocent men and women in Afghanistan and Pakistan makes any sense?” he asked. Bring the troops home and use the trillions of tax dollars to rebuild schools, hospitals and affordable housing, he said.”

With a strange determination, the current General Secretary of the Communist Party USA, Sam Webb, wrote in this electronic bulletin: “For anyone to affix to the president singular or even the lion’s share of the blame for the present impasse reveals an incredible ignorance of class and, especially, racial dynamics.”

Then, to whom should we talk to if we want a strong and independent Canada, freed from the US giant corporations and as well the end of the war in Afghanistan? The Canadians are putting pressure on the federal government of Canada to bring home its troops for 1st of July 2011, as promised by the minority conservative power; but they want the war to stop now. Is somebody on the line in USA or should they wait for..? Well, it does not make sense not to involve the current President of USA.

At last, "Pour la KOMINTERN now!” is not a nationalist bulletin, but we were happy to read in Unity (March 6th, 2010) that the Communist Party of Ireland stands for a “socialist united Ireland” as a long-term goal. Actually, the father of Daniel Paquet’s grand mother, William Harris, was Irish: a tall and vigorous man who worked as a stevedore in the Québec City Harbour. His son, Joseph, was a member of the Communist Party of Canada and his daughter, Beatrice, got marry with Eugène Paquet, a trade-unionist and militant of the Confederation of Catholic Workers of Canada in the same city.

Manifestations, protestations, unité.

Nul doute que la Fédération syndicale mondiale (FSM) a dû être très active en Europe le mercredi 29 septembre, journée de grève générale, en Espagne notamment.

Aussi surprenant que cela puisse paraître, le quotidien Métro du 28 septembre 2010 rapporte que : « Le gouvernement roumain a été sérieusement secoué hier quand le ministre de l’Intérieur a remis sa démission à la suite de manifestations de policiers contre les mesures d’austérité engagées par le gouvernement. » Ces policiers dénoncent la baisse de 25% de leur salaire. Un prêt d’urgence de 26 G$ serait consenti par le Fonds monétaire international et de l’Union européenne en échange de baisses de salaire et des hausses d’impôts.

Le journal signale aussi que « les manifestations contre les mesures d’austérité se multiplient en Europe. En Slovénie (ex-Yougoslavie, ndlr), des milliers de policiers, de douaniers, de vétérinaires et de journalistes ont entamé hier une grève illimitée pour dénoncer l’intention du gouvernement de geler leurs salaires pendant deux ans. »

Rappelons la déclaration du Bureau politique du Parti communiste de Grèce (KKE) du 12 février 2010 : « Il est faux que ces politiques agressives et extrêmes [contre les droits acquis en matière de Sécurité sociale] ont été imposées par le gouvernement à l’instigation de l’Union européenne, sans que celui-ci l’ait voulu. […]

Pour la ploutocratie grecque (i.e. le grand Capital, ndlr) et ses partis (dont le parti socialiste au pouvoir, ndlr), l’alliance avec l’Union européenne concrétise la grande union, le support et le guide dans sa participation au pillage du peuple. »

Le Québec n’est pas en reste. Ainsi Métro, du 31 mars 2010, annonçait que : « Tous les secteurs sont mis à contribution pour réduire les dépenses de 1,2 G$ au cours du prochain exercice financier. […] Québec rationalisera aussi les dépenses des secteurs de la santé et de l’éducation, de manière à réaliser des économies totalisant 330 millions$ […] Le ministère de l’Emploi et de la Solidarité sociale mettra aussi l’épaule à la roue, avec des compressions de 54 millions$. » À partir du 1er janvier 2012, la taxe de vente passe à 9,5%; celle sur les carburants est déjà majorée d’un cent depuis avril et d’un cent le litre pour les trois prochaines années. Il y aura une augmentation « de 3,7% des tarifs d’électricité pour la quasi-totalité des Québécois. […] Le gouvernement prévoit majorer de nouveau les frais de scolarité à compter de 2012. [À sa décharge] le gouvernement procède à une révision du régime des droits miniers, ce qui lui procurera des revenus additionnels de plus de 240 M$ d’ici 2012-2014. »

Le seul député, sur 125 députés, ouvertement de gauche (du parti Québec solidaire, ndlr) à l’Assemblée nationale, Amir Khadir, a répliqué : « Le gouvernement a choisi de faire payer les gens ordinaires les effets d’une crise provoquée par la haute finance. »

Lors d’une manifestation à Montréal, il y a quelques années, une retraitée avait dit à l’auteur de ces lignes : « On fait ça pour les jeunes; eux aussi, ils ont le droit de vivre. » Métro a relevé les propos du président de la Banque BMO, Jacques Ménard. D’après le quotidien : « Les jeunes d’aujourd’hui devront être plus productifs que leurs parents s’ils veulent maintenir leur niveau de vie. »

Pendant ce temps, le mouvement ouvrier organisé semble oublier que les travailleurs canadiens-français ne veulent d’abord et avant tout que le pouvoir de travailler partout au Québec en français, apprendre l’anglais (ainsi que de donner à leurs enfants la chance d’en faire autant), et enfin de vivre décemment dans une véritable confédération binationale où les Canadiens-français seront entre autres politiquement égaux aux Canadiens-anglais – l’unité dans l’égalité- en quelque sorte; évidemment avec le droit au divorce si les choses se passent mal dans le « couple ».

C’est très triste et décevant que face à la crise mondiale, au besoin d’unité, le mouvement syndical au Québec saute les pieds liés, dans le camp nationaliste opposé à ceux qui sont prêts à payer pour que leurs enfants apprennent l’anglais : il s’agit principalement de Canadiens-français et d’immigrants : « Jamais nous n’accepterons que l’épaisseur du porte-monnaie de certains puisse fragiliser la pérennité de la langue française au Québec », a indiqué la présidente de la Confédération des syndicats nationaux (CSN), selon Webdo Info du 23 septembre 2010.
La solution? Puisque la langue n’est pas le fond du problème, il faut ouvrir les portes à un système scolaire démocratique, progressiste, gratuit et accessible, - en français ou en anglais-. Pour la petite histoire, rappelons que la chef du Parti québécois, opposition officielle au parlement, Pauline Marois, ne parle pas anglais… en Amérique du Nord.

Vraiment, les nationalistes veulent nous faire avaler toute une couleuvre! La Fédération syndicale mondiale (FSM) apportera sûrement dans notre Amérique boréale un souffle ouvrier nouveau et moderne.

The communist party USA and religion

What turpitude! The Communist Party USA, through its People’s World electronic daily bulletin is probing itself: “Religion in the evolutionary process: useful or useless?” The author is Dan Margolis, one of the leaders of the party. He says: “For the religion, the answer is simple: people naturally yearn for god. But for scientists, the question is more complex: is that some evolutionary benefit?”

Does he want to please those people who we refer to as the ultra-religious rightist movements? As if, these groupings have the moral authority to speak on behalf of all Christians in North America. On the contrary, Living in Christ published in 2008 its Bulletin Board where it stated under the title of Human Rights: “60th anniversary of the Universal Declaration of Human Rights. Recognition of the inherent dignity of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world. (Novalis, Ottawa, October 2008, p. 178)

By the way, according to Statistics Canada, there are more than 10 millions Catholics in Canada (out of 33 millions inhabitants), most of them live in the French speaking Province of Québec (7,8 millions); of course, the overwhelming majority don’t practice any religion.

While the Catholics are moving to the Left in Canada, the Québec Human Rights League denounces “the Harper government manoeuvres to strangle any dissident voice against its conservative ideology: cutbacks in the financial support for various [people’s] organizations, contempt for democratic institutions and information censorship.”

The crux of the matter

Margolis asks: “Why are we so naturally inclined towards religious thinking? It isn’t possible to rule out Bering's theories (Jesse Bering is a Belfast-based research psychologist); a great deal more study needs to be done. But there are other ideas as well. Some have suggested that religion was a byproduct of human consciousness. We are, as far as we know, the only animals that are able to think about the future and the past – and contemplate them. With that, it’s been argued, questions arrive: What happened before? After? And while we’re contemplating, other questions arise: Why does it rain? Why is the tree there?”

To this, Karl Marx answered long ago: “It is clear that with every great historical upheaval of social conditions the outlooks and ideas of men, and consequently their religious ideas, are revolutionised. The difference between the present upheaval and all earlier ones lies in the very fact that man has at last found out the secret of this process of historical upheaval and hence, instead of once again exalting this practical, “external”, process in the rapturous form of a new religion, divests himself of all religion.” (Collected Works, Volume 10, International Publishers, New York, 1978, p. 244)

Lenin pursued this reflection and wrote: “Does this mean that educational books against religion are harmful or unnecessary? No, nothing of the kind. It means that Social-Democracy’s (communist party, Ed.) atheist propaganda must be subordinated to its basic task – the development of the class struggle of the exploited masses against the exploiters.” (Materialism and Empiriocriticism, Critical Comment on a Reactionary Philosophy, Marxists Internet Archive, tome 14, 1908- http://www.marxists.org/). Lenin adds: “To be a materialist is to acknowledge objective truth, which is revealed to us by our sense-organs. To acknowledge objective truth, i.e. truth not dependent upon man and mankind, is, in one way or another, to recognise absolute truth.” (idem)

Mr. Margolis brought as a conclusion the following comment: “This healthy debate (between People’s World and Bering, Ed.) won’t be settled anytime soon. [...] Any scientific inquiry into why we humans behave and believe [and struggle?!] the way we do can do nothing but help our species progress.” (2010-09-23)

Lenin wrote: “A Marxist must be able to view the concrete situation as a whole, he must always be able to find the boundary between anarchism and opportunism (this boundary is relative, shifting and changeable, but it exists). And he must not succumb either to the abstract, verbal, but in reality empty “revolutionism” of the anarchist, or to the philistinism and opportunism of the petty bourgeois or liberal intellectual, who boggles at the struggle against religion, forgets that is his duty, reconciles himself to belief in God, and is guided not by the interests of the class struggle but by the petty and mean consideration of offending nobody, repelling nobody and scaring nobody – by the sage rule: ‘live and let live’, etc., etc.”

Lenin also recalled, and it will be his last word: “To wit: Engels did this in the form of a statement, which he deliberately underlined, that Social Democrats (communists, Ed.) regard religion as a private matter in relation to the state, but not in relation to themselves, not in relation to Marxism, and not in relation to the workers’ party.

DÉMARCHE DU PROGRAMME

L’Association régionale de Montréal du parti Québec solidaire (QS) fait parvenir, ces jours-ci, son bulletin Vers le programme. Étant le membre en règle no., 1011444, je me permets de le commenter; d’autant plus que j’ai une double appartenance. Je suis aussi membre du Parti communiste du Canada.

Ainsi, Québec solidaire se félicite de la participation, lors de l’assemblée de l’Association du 16 septembre 2010, de Gaétan Châteauneuf, président du Conseil Central du Montréal métropolitain (CSN), « cette rencontre peu commune avait aussi pour but de bâtir un dialogue entre le parti et les mouvements sociaux, en vue de renforcer les liens avec les organisations sociales… »

Le programme du Parti communiste affirme, lui, que : « Les communistes luttent pour renforcer l’unité d’action avec toutes les forces ouvrières, progressistes et démocratiques. Le Parti communiste cherche à coopérer avec d’autres organisations au sein des mouvements ouvrier et démocratiques et travaille à développer de larges coalitions, alliances et regroupements de front uni pour défendre et promouvoir les intérêts de la classe ouvrière et les droits sociaux, économiques et démocratiques du peuple ». (p. 109)

POUR UNE SOCIÉTÉ SOLIDAIRE ET ÉCOLOGIQUE!

Au chapitre de l’économie et du travail, il y a toutefois quelques notes discordantes. Ainsi, le document de QS stipule : « Il nous faut tenir compte du contexte politique que nous vivons depuis 30 ans. Pour la plupart, c’est un contexte de défaites et de recul des forces populaires et progressistes ». Quant aux communistes, ils disent : « Mais malgré tout son pouvoir économique et idéologique actuel, le capitalisme monopoliste est plongé dans une profonde crise systémique dont il est incapable de sortir ». (p.12-13)

Ne faut-il pas rappeler les grandes manifestations de Montréal et de Québec où des dizaines de milliers de travailleurs de l’État ont défendu bec et ongles leurs revendications en 2010 et dans des températures pas toujours clémentes. On pourrait aussi parler des batailles des travailleurs grecs et français. Là, ils sont des millions à lutter pour les retraites, les salaires et les programmes sociaux.

Le document de QS note que « même des mesures comme la réduction du temps de travail ou la socialisation du secteur financier […] sont perçues comme utopiques par les gens que nous cherchons à attirer ».

Il y a deux choses ici. D’abord, le QS n’est pas la devanture d’un commerce de soldes pour les gens qui font du lèche-vitrine sur la rue Ste-Catherine; ils ont des convictions. Deuxièmement, ils savent qu’il faut un rassemblement et que l’union fait la force autrement, il n’y a pas de réforme possible. Ça ne veut pas dire que dans le vacuum actuel, ils abdiquent.

Le document est ensuite un peu confus; on parle de mesures de transition. On hésite à nommer le but ultime de la démarche : l’instauration du socialisme au Québec. « Cela ne veut pas dire que le programme doive se taire sur le but ultime de la transition ». Alors, allons-y carrément : « Dans un Canada socialiste, les principaux moyens de production et de distribution de la richesse appartiendront collectivement à la société dans son ensemble. […] La précarité, la misère, l’insécurité et la discrimination, qui font partie intégrante de l’exploitation capitaliste seront éliminées. Le socialisme établira finalement une nouvelle société basée sur la solidarité, l’égalité et l’émancipation. » (p. 7)

L’agriculture

« Voulons-nous une autosuffisance alimentaire à la cubaine? Une alimentation locale, même si cela entraîne une diminution de la diversité des aliments offerts selon la saison?" La réponse est non. Même Fidel n’en veut pas! N’oubliez pas que le blocus contre Cuba empêche entre autres un commerce libre, notamment au chapitre de l’alimentation.

Par ailleurs, le Parti communiste dénonce la situation actuelle au Canada. « Les monopoles financiers et industriels dominent l’agriculture, et les fermiers doivent, d’une part, acheter les semences, l’équipement et les autres intrants aux prix élevés fixés par les puissants monopoles d’emballage, de mouture et de manutention des grains et de transport ferroviaire. Le capital monopoliste les écorche vifs en contrôlant les marchés, les prix et les crédits… » (p. 29) Les cultivateurs québécois en auraient encore long à rajouter, donnez-leur la parole!

Le programme conclut : « Nous revendiquons: l’accès à un travail décent par la hausse substantielle du salaire minimum et des conditions de vie décentes pour toutes les personnes à l’aide sociale. »
Les communistes disent, pour leur part: « En supprimant le lourd tribut extorqué par la classe des capitalistes sous la forme de profits, de loyers, d’intérêts et de spéculations parasitaires, et en éliminant le terrible gaspillage qu’entraînent la production militaire et les guerres, les crises économiques, la surproduction, l’obsolescence planifiée de marchandises vendues aux consommateurs, le chômage, la rivalité acharnée, la publicité compétitive, entre autres, l’État socialiste mettra à la disposition de la société d’immenses ressources actuellement gaspillées. » (p. 99)

Le dernier mot revient au député Amir Khadir : « Nos leaders politiques sont trop à l’écoute de ces monarques de l’économie-casino qui se croient tout permis et proposent une société sans justice sociale. Pourtant, la crise économique a bien montré la faillite d’un système basé sur l’enrichissement individuel, au détriment de l’enrichissement collectif… »

US COMMUNIST PARTY IS DRIFTING AWAY

Don’t be fooled! Whatever they say, whatever they want to explain, the Communist Party USA is really departing from traditional communist policies.

Before tackling with the latest developments, let’s read together the Karl Marx-Friedrich Engels Communist Manifesto: “Does it require deep intuition to comprehend that man’s ideas, views and conceptions, in one word, man’s consciousness, changes with every change in the conditions of his material existence, in his social relations and in his social life? What else does the history of ideas prove, than that intellectual production changes its character in proportion as material production is changed? The ruling ideas of each age have ever been the ideas of its ruling class. When people speak of ideas that revolutionize society, they do but express the fact that within the old society the elements of a new one have been created, and that the dissolution of the old ideas keeps even pace with the dissolution of the old ideas keeps even pace with the dissolution of the old conditions of existence.” (Washington Square Press, New York, 1977, p. 91).

There are different ways of learning about the world that surrounds us: books, Internet, cinema... But there is the old worker’s instinct. You feel when something is right and when something is wrong. You understand quickly what another worker stands for even though he speaks a different language just through this working class education; either you speak French or English, for instance. That’s what holds Canada united so to speak.

Talking about Canada, we are aware, even though that we don’t live in New York, or any other US city that the situation is not shaping well in the communist movement over there. The reader will say: can you at least prove something related to this viewpoint?

Just September 23rd 2010, the CP USA published in its digital bulletin, People's World, this piece: “Progressives who support massive job creation programs would be thrilled with economist Paul Krugman, and less thrilled with Janet Yellin, president of the Federal Reserve in San Francisco who nevertheless has better job creation credentials than her colleagues at the Fed. Various reports list among the other possible replacements Rebecca Blank, a Commerce Department official who manages the Census Bureau; Ursula Burns, the CEO of Xerox; and economist Laura Tyson, who has argued long and loud for a second stimulus program. [...] As good as it is for the president to have a public that is ‘patient,’ it would be far better if the grassroots coalition that got the president elected in the first place was much larger and more powerful than it currently is. Were it so, struggles within the administration like the one over Summers’ replacement would have been settled a long time ago.” (The departure of Lawrence Summers and the fight for jobs, John Wojcik).

It is completely surrealist: you have a “communist”, a journalist speaking on the behalf of the US communists acting as if he was at the Oval Table within the White House in Washington D.C., discussing the replacement of the head of the president’s economic team arguing about the “goods” and the “wrongs” of various bourgeois economists or people acting as such. Not a single word about the fact that, according to Change.org : “Moreover, the 43.6 million people living in poverty (in USA, Ed.) is the largest number of poor people in the United States in the 51 years that records have been kept”.

Where is the influence of this ‘respectable’ communist party and how can we tolerate that US organizations claiming to be on the progressive side, publish under the title of “The American Dream”: “With the wars in Afghanistan and Iraq, the U.S. military has been forced to lower its standards for recruits doing away with the high school diploma requirement and issuing ‘moral waivers’ for convicted criminals, The DREAM Act would enable thousands of smart, committed, patriotic undocumented youth to serve their adopted country”. Concretely it means: Let them become US citizens; they will gladly fight and die for the moneybags.

And you are still not convinced that something is going wrong in USA?

On the contrary, look at Spain where the Communist party of the Peoples will be active in the general strike on September 29th 2010. They say: “To stop the production in the country will demonstrate the strength of the united working class [...] The positions of class trade-unionism will be stronger [...] It is the worker’s and people’s struggle against Capital, for socialism as the alternative to the Barbary of the dying capitalist system. [...] As for the threats of new imperialist wars, we must increase the fighting capacity of the international workers’ and people’s movement to stop decisively another onslaught of the international capitalism, with its criminal violence”.

Taking into account the complete inertia of the Communist Party USA leadership, the only way out is to form the Communist Party of the Peoples of USA; yes a new party, yes a possible split... There is no other choice; whatever the current leaders say at home or abroad. This is not a storm in a teapot. Lives of thousands of peoples are at stake all around the world.

It is worthy to repeat for all comrades the decisions taken by the Communist Party of Greece at its 17th Congress in 2005: “Our Party will intensify its international activities so that a more distinct form of cooperation with communist and worker’s parties will be shaped, the communist pole. This distinct presence of the parties will create better conditions in order to confront the difficulties which exist. This will also facilitate the broader anti-imperialist rallying of forces.”

Pour la Komintern now! supports entirely this program.

THEY WON'T SURRENDER

The courage of our American comrades

They discussed the failure of the Communist party USA with anger and pessimism. You may think that they cannot recover, at least not before weeks and maybe months. Just a few hours later, one comrade sends you an email: check Wikipedia and what they write about the Communist Party of the Peoples of Spain. Previously, it was barely a hypothesis when we broke the conversation; now, it is almost a concrete proposal to overcome the crisis within the CP USA. These American communists: practical and simple, they will always surprise us!

What does Wikipedia say about this European party? “The PCPE considers that the installation of socialism and communism in the Spanish State, fundamental aim of our party, implies the realisation and consolidation of the democratic, anti-monopolist, anti-oligarchic, and anti-imperialistic revolution, pronouncing itself in favour of the unity of all forces of the social and political left in a common programme, upon the basis of the recognition of the full rights of different nationalities (Amerindians, Puerto Ricans and Hawaiians, Ed.) including the right to self-determination in order to build a Confederated Republic based upon the Leninist principle of voluntary union of free peoples.”

Those communists who were struggling for a deep transformation of the CP USA, were also looking for international recognition. Wikipedia stresses that: “quickly after its foundation, PCPE was recognized by some other parties, such as the Communist Party of the Soviet Union and other state bearing Eastern bloc Parties”. Almost everybody knows now that there is a crisis within the CP USA. One of our readers, Dimitri from Ukraine, even came to conclusion that there will be a split in the party.

In France, members of the French Communist Party, including some at the National Committee level are aware of it; leading personalities of the Pôle de Renaissance du Communisme en France have also been informed. As they say in France, it is a “secret de Polichinelle”. Of course, the Communist Party of Canada keeps an eye on the developments, is it not rooted in a neighbour country?

An international situation

The World Federation of Trade Unions (WFTU) that will hold its 16th Congress in Athens (April 6-9, 2011) will be a unique occasion for genuine US communists to meet with their comrades from abroad and break with their political isolation. Some of them already told that they will do every possible effort to be there. Probably, there will be concrete discussions to help the formation of a new party. They want to publish anew a communist newspaper to replace the defunct People’s Weekly World, this is a matter of discussion seeking concrete support (maybe from Canada) to publish it.

Let’s return to Wikipedia which explains that: “in the last period the PCPE has increased its international relations with different parties, communist and progressive organizations of the world; especially in Europe, where it has taken part to the ‘Festa Avante’ 2008 of the Portuguese PCP with an edition entirely in Portuguese of his central paper, Unite and Fight, as well as the participation to the 90th anniversary of the KKE (Communist Party of Greece, Ed.) and the 40th anniversary of KNE (Young Communist League of Greece, Ed.) Also it has taken part in 2008 to the congresses of different communist parties and unions, for instance in India. [...] Its general secretary, Carmelo Suarez, took part in Athens to the presentation of a joint document from 21 communist parties of the European Union, before the June 7th elections to the European Parliament”.

A new Communist Party of the Peoples of USA would find support in Canada. The party Programme adopted in 2001 at its 33rd Congress in Toronto expresses the idea that “the international communist movement can and must play a central role in the building of a wide anti-imperialist front of struggle at the international level. Thus, it is important and decisive to increase cooperation, political cohesion and unity of action between communist and workers parties. [...] During the XXIst century, revolutionary forces will be able to unite, stop the international capital offensive and launch a strong counter-attack to protect mankind, world peace and environment. There is no other choice”. (Our Future in Canada: Socialism, Programme of the Communist Party of Canada, p. 46).

The US comrades are breaking with the recent past, the YCL of USA is taking the same road. The General Secretary of the Young Communist League of Canada, Johan Boyden, whose 25th Congress will take place in September 2010, insists: “ Basically all around the world, in Greece, Great Britain, Brazil, Venezuela, Nepal, etc., young communists organizations held congresses. I believe that it shows a new political movement, a renewed strength of the communist youth.” (Jeunesse Militante, vo.2, no.2, Montréal, Spring 2010).

At the party level, the Communist Party of Greece (KKE) is paving the way for very important changes. In 2000, the resolution of the 16th Congress highlights the need to form a more distinct global pole of the communist movement. In 2005, at their 17th Congress, they affirmed that: “Our party will intensify its international activities so that a more distinct form of cooperation with communist and workers’ parties will be shaped, the communist pole. [...] The initiative for the creation of this pole can be triggered by communist parties which are close in their political and ideological viewpoints, which defend Marxism-Leninism, the contribution of socialism we knew, as well as the necessity of the struggle for socialism.”

Since then, they publish the “International Communist Review”, in which the communist parties express themselves through their theoretical journals or other publications. The KKE stresses the vanguard leading role of the working class in the class struggle for the overthrow of capitalism.

The electronic bulletin: Pour la Komintern now! fully endorses this resolution and the needed and consequent actions.

The members of the future CPP USA, party of a new type, have a role to play here. They are in the “belly of the beast”. They are resolute and fighters. The US working class needs them. The whole world needs a conscious US working class. They are experienced and they can bring optimism in the House of the international communist movement. They will bring joy and surely more happiness.

Welcome US Comrades and you may be sure that, contrarily to the main stream media in USA, including the “progressive” New York Times, it will never come to our mind that since you are not “in”, you are “out to lunch”, whatever difficult is the class struggle, in fact the psychological warfare in United States. Workers confronted with the economic and political reality will know best who their real friends are; it is just a matter of time. You have already a big place in our hearts, comrades.

LE QUÉBEC ET LE MARXISME

Le Québec était particulièrement réputé dans les années 1970 et 1980 pour être un haut lieu de discussion du marxisme. On y enseignait les Lumières aussi. L’idée de la révolution sociale et politique, jointe au désir de l’indépendance du Québec faisait son chemin, notamment chez les intellectuels – les artistes inclus- et la jeunesse estudiantine. On n’a qu’à se rappeler les débats sans fin qui ponctuaient les réunions de l’Association nationale des étudiants du Québec (ANEQ).

Bien qu’on en parle moins aujourd’hui, tout le monde était pas mal d’accord pour affirmer avec Jean-Jacques Rousseau que « l’homme est né libre, et partout il est dans les fers. Tel se croit le maître des autres, qui ne laisse pas d’être plus esclave qu’eux. […] Tant qu’un peuple est contraint d’obéir et qu’il obéit, il fait bien; sitôt qu’il peut secouer le joug, et qu’il le secoue, il fait encore mieux […] Cependant, ce droit ne vient point de la nature; il est donc fondé sur des conventions ». (Du contrat social, Nouveaux classiques Larousse, Paris, 1973, p.20).

Les Lumières ont précédé Marx et Engels qui ont rédigé le Manifeste du Parti communiste. Les enjeux étaient plus précis et incisifs : « En Allemagne, la classe petite-bourgeoise, relique du 16ème siècle, et se présentant constamment sous diverses formes, est la base sociale réelle de l’état existant des choses. Préserver cette classe, c’est préserver l’état existant des choses en Allemagne. La suprématie industrielle et politique de la bourgeoisie la menace par une certaine destruction, d’une par la concentration du capital, et de l’autre par la montée du prolétariat révolutionnaire ». Il y a quelques années, le Premier ministre sortant du Québec, chef du Parti québécois (nationaliste et petit bourgeois) niait avec force la division du Québec en classes sociales; nous parlons de Bernard Landry. (Washington Square Press, New York, 1977, p. 105).

Marx et Engels s’étaient déjà penchés sur cette parade des petit-bourgeois en Allemagne – ceux-ci ne faisaient-ils pas la pluie et le beau temps?- « La production des idées, des représentations et de la conscience est d’abord directement et intimement mêlée à l’activité matérielle et au commerce matériel des hommes, elle est le langage de la vie réelle. Les représentations, la pensée, le commerce intellectuel des hommes apparaissent ici encore comme l’émanation directe de leur comportement matériel. Il en va de même de la production intellectuelle telle qu’elle se présente dans la langue de la politique, celle des lois, de la morale, de la religion, de la métaphysique, etc. de tout un peuple. » (L’idéologie allemande, Éditions sociales, Paris, 1968, p. 35).

C’est évident que le Parti québécois (PQ) n’accordait pas énormément d’intérêt réel aux ouvriers industriels et à leurs problèmes –si ce n’est que pour glaner leurs voix-, plutôt absent lors de crises et balayant sous le tapis leurs demandes économiques qui « compromettaient » la course au profit de leurs vrais maîtres –les monopoles étrangers surtout. Karl Marx a écrit à ce propos : « il est clair qu’entre ces deux limites du taux maximum du profit, il y a place pour une échelle immense de variations possibles. Son degré n’est déterminé que par la lutte incessante entre le capital et le travail; le capitaliste essaye continuellement d’abaisser les salaires à leur minimum physiologique et de prolonger la journée de travail à son maximum physiologique, tandis que l’ouvrier exerce constamment une pression dans le sens opposé. » (Salaire, prix et profit, Éditions en langues étrangères, Pékin, 1970, p. 69).

Sujet sensible au Québec : la « noyade » de la nation canadienne-française dans un grand continent anglo-saxon. La revue Mentalité démontre « qu’il n’y a pas d’homogénéité ethnique au Québec parce que les immigrants provenaient de provinces différentes en France. Par ailleurs, le Québec n’est pas une population fermée. […] ‘La vérité est qu’il n’y a pas de race pure. Les plus nobles pays, l’Angleterre, la France, l’Italie, sont ceux où le sang est le plus mêlé’. Et le Québec n’y fait pas exception. Les Canadiens-français ne sont pas une population dégénérée par la consanguinité. » (Éloge de la différence, été 2010, Montréal, p. 21).

Le rôle des intellectuels n’est pas d’être alarmiste et de crier au loup. « La tâche spécifique de l’art et de la création artistique est de former et éduquer la sensibilité de l’homme, de lui apprendre à percevoir le monde dans les formes d’une sensibilité développée à la mesure de l’homme… (p 33); trop souvent parce qu’une œuvre d’art, disons une chanson porte la marque « québécoise » on la porte aux nues, alors que « le rôle de la critique sera réduit à zéro et perdra tout son crédit si elle a simplement la prétention de tout régenter en déclarant : ceci est bien, ceci est mauvais. La critique doit former les représentations esthétiques des lecteurs, à partir desquelles ceux-ci pourront voir eux-mêmes les qualités et les défauts de l’œuvre. » (pp. 80-81).
Dans notre grande civilisation nord-américaine, du « main stream », on ne peut ignorer les propos du sociologue américain Éric Fromm qui disait, en 1943, que « l’homme ne souffre pas tant de la misère que du fait d’être devenu le petit rouage d’une grande machine, un automate; sa vie est devenue vide et dénué de sens… » (p.168). Ces dernières citations, on les retrouvera dans Recherches Internationales (Littérature, no. 87, Paris, 1976).

Plus de 60 ans plus tard, le quotidien Métro annonçait le 15 septembre 2010 que « Les États-Unis enregistrent une hausse record de la pauvreté ». Même à ce niveau, le pays perd tout sens de confort matériel, après sa déchéance morale. En 2009, le pays aurait compté « 45 millions de pauvres », avec un rythme de chômage annuel de 10,1%; ce sont les Noirs et les Hispaniques qui trinquent le plus durement.

Il faut espérer que toutes les discussions sur l’avenir des communistes aux USA aboutiront dans un avenir rapproché; après tout, ce sont eux qui ont largement influencé Roosevelt dans les années 1930 pour qu’il lance son New Deal et crée un filet de programmes sociaux qui a permis aux citoyens états-uniens de relever la tête et d’espérer une vie meilleure. Les lecteurs de Pour la Komintern now! seront sans doute intéressés de savoir que les membres les plus résolus du Parti communiste USA, face à l’inertie et la mollesse de leurs dirigeants, songent maintenant à créer un parti plus combatif et déterminé pour que les travailleurs américains retrouvent la prospérité et la paix, tout en influençant d’une manière sans détour la direction de la grande centrale syndicale American Federation of Labor-Congress of Industrial Organizations, AFL-CIO.

Peut-être que le président Barack Obama sera sensible aux pressions d’une classe ouvrière organisée et résolue qui veut davantage que de beaux discours et quelques retombées économiques, d’autant plus que les magnats des banques et de l’industrie sont déjà, eux, retombés sur leurs pattes!

COMMUNISTS IN UNITED STATES OF AMERICA

It may be hard to believe but there are communists in USA. They used to have a weekly newspaper, the People’s Weekly World. It was disbanded in January 2010; most of the friends of the CP USA around the world thought that it was the end of the whole party. Then, by spring time, we were told that there was a fierce battle within its ranks. Its leadership was struggling to bring the party more in the political main stream, tailing the Democrat party and President Barack Obama.

Karl Marx and Frederick Engels wrote long ago: “Consequently, while the democratic party, the party of the petty bourgeoisie, organised itself more and more in Germany, the workers’ party lost its only firm foothold, remained organised at the most in separate localities for local purposes and in the general movement thus came completely under the domination and leadership of the petty-bourgeois democrats. An end must be put to this state of affairs, the independence of the workers must be restored. (Collected Works, Volume 10, International Publishers, New York, 1978, pp. 277-278). Why don’t you just replace the words Germany by USA and petty-bourgeois by big bourgeois?

The president of USA, Barack Obama (a prominent leader of the Democrat party), wrote simply: “You realize that you no longer have the cachet you did as the upstart, the fresh face; you haven’t changed Washington and you’ve made a lot of people unhappy with difficult votes”. (The Audacity of Hope, Vintage Books, New York, 2008, p. 137). He says too: “And so, if you are a candidate in need of political workers or voter lists, you go where people are already organized. For Democrats, this means the unions, the environmental groups, and the pro-choice groups.” (p. 138).

The American Federation of Labor-Congress of Industrial Organizations (AFL-CIO) was not too long to be convinced. The Communist Party followed suit.

Comrades in USA denounced this drifting away of the revolutionary party. There was an intense reflection: how can we change the leadership? How can we inform the comrades abroad of the inner battle? What is the balance of forces? How can we involve the members who left the party, out of discouragement and pessimism? (By the way the party lost in the last four years, 1 500 out of 2 500 members). Some wanted to change the party from inside. Others wanted to publish again a newspaper.

They discussed, but concrete answers were hard to find since many comrades, unfortunately had no more, or never had, the experience to work amongst the masses. They are more incline to evaluate things only from the point of view of the classics (Lenin, Gramsci and Stalin) rather than applying creatively the legacy of these past leaders, including Gus Hall for instance. In a nutshell there is a lack of confidence in the US people. As Bertolt Brecht, says in the words of Galileo: “To what end are you working? Presumably for the principle that science’s sole aim must be to lighten the burden of human existence.” (Life of Galileo, Methuen Drama, London, 1990, p. 108).

So far, the analysis was correct. But some activists could not grasp the importance of action, especially now, with the financial crisis, the rise of racism - notably against the Spanish-speaking people of USA-; even pop star Shakira got involved. There is a lot to do. People need concrete actions. Some party members, though in good faith, who wanted to rebuild the party first of all could not understand it. It is sad and demoralising. The only step left and proposed by some party members is the creation of a new party. The current leadership of the CP USA will never abandon their position; the personal financial arrangement is already a good reason not do it.

Further, when the party is no more dreadful, its revolutionary essence put aside, being well respected in the bourgeois living rooms; why would they leave this party, even if it is the shadow of its fighting traditions?

William Shakespeare in his time, writing about the setbacks of human fate, declared:

“A glooming peace this morning with it brings.
The sun for sorrow will not show his head.
Go hence, to have more talk of these sad things;
Some shall be pardoned, and some punished;
For never was a story of more woe
Than this of Juliet and her Romeo.”
(Romeo and Juliet, Scholastic, New York, 1969, p. 126).

It seems that the US comrades are still harbouring illusions towards Webb, Margolis and all those “convinced” leaders of the US proletariat. Basically they know that from now on they will never be able to change the leadership; that they will wait hopelessly for the current leadership to leave and let the name to anyone to take it; and that those who left have no more in general the desire to fight and come back, shattered by the leaders of the CP USA. They lack confidence in their own strength. The only way out and it was underlined by honest US comrades: let’s establish a new Marxist-Leninist party!

Naturally, it will gain rapidly the recognition of the world communist movement, either in Greece, in Canada or in France. Probably, that at is inception this new party, let’s name it the Communist Party of the Peoples of USA (the situation exists already in Spain and Brazil) would even receive technical support to publish a newspaper on its own and be invited for study tours in other countries to encourage them in the building of this new party.

Now, this is quite a challenge, let’s be audacious. Don’t be afraid to lose your chains. That’s what Karl Marx would tell you at this crucial moment of your story. The US workers will thank you for ever. And speaking of workers, why don’t the genuine communists go from time to time to city meetings of local chapter of the AFL-CIO; they will connect with the mass organized workers movement. Everybody will learn from each other.

Finally, for those who learnt history of Ancient Greece, they should remember the feat of Alexander the Great who was challenged by some local authorities and told to untangle the Gordian knot before taking power of the city. Do you know what he did? He took his broadsword and cut the knot. That is the way to do it, dear US comrades...

DEMOCRATS-REPUBLICANS OR COMMUNISTS?

Of course, nobody – especially in the communist ranks- wishes the defeat of the Democratic Party in the November elections, if it means a regression from progressive policies, in USA or in the world. But, was it the real agenda of Obama and the US Congress for the peoples, including the American people?

Nothing much has changed up to now in USA, as far as Canada is concerned; what we understand mostly is that for many people, especially the young urban middle classes, this mythical president is or was on the verge to do a revolution in his own country almost by the touch of a magic wand, without the pressure and participation of the masses. In the organized labour movement the leadership of the AFL-CIO “shared” of wanted to share this opinion, the attitude was similar in the leading body of the Communist Party USA. Lucid, Barack Obama finally came to conclusion, as the Montréal daily Métro (September 10th, 2010) reported, that: “Democrats will not have good results in the November mid-term elections, if the election becomes a referendum on the today’s economical situation.”

It looks, on one hand, that the economy within the capitalist system does not work, but that in the other camp, the socialist camp it does not work either; see Métro: Communism does not work anymore in Cuba, according to Fidel Castro; as if economy was beyond reach and floating over the populations, abstractly, independently of human beings, groups and societies. The US author, Bill Preston, quoting Joseph Stalin in Economic Problems of Socialism in the U.S.S.R. recalls that “ ‘the radical transition’ to the ‘higher form of economy’ that is communism necessitates ‘a number of stages of economic and cultural re-education of society’.”

While in power during the prosperous years of the Soviet Union, Stalin created collective farms that were ‘large-scale production’ operations, supplied with ‘first-class tractors and other machines’ by the state [...] The state allocates means of production [...] to collective-farm enterprises –it does no sell means of production to collective farms (or to any other enterprises), but supplies them for free.”

Métro underlines too that many Cubans receive rationing tickets in order to have access to subsidized products. Naturally in Soviet Union (in the 1950s, Ed.), “personal property continues to exist in each collective-farm, household over ‘subsidiary husbandry on the plot, a dwelling house, livestock, poultry, and minor agricultural implements.” Raul Castro proposed something like that during the last months. He was insisting that the Cuban people must work harder and stop shouting “down with US imperialism” or any other slogan; since it would never be as such the source of acquiring wealth for the island and its people.

Long before, Stalin insisted on economic planning, which brought fruitful development to Soviet Union up to the 1950s, but it had to be conformed to the “requirements of the basic economic law of socialism: the ‘securing of the maximum satisfaction of the constantly rising material and cultural requirements of the whole of society through the continuous expansion and perfection of socialist production on the basis of higher techniques [added] to the economic law of balanced development of the national economy”.

It is nothing but noteworthy that communist criticize with such determination and perspicacity the nature of their work and the society they built; in order to make it better and reach new heights.

The well-known Italian philosopher, Domenico Losurdo, wrote in July 2010 a documented article after a trip he made (with a delegation of progressive and European communists) to the People’s Republic of China.

He stressed that “the first striking thing that one observes, while meeting Communist party, factories, schools and boroughs representatives and leaders, it is the self-critical speech, well let’s say the self-critical passion displayed by our hosts. At this level, there is a huge difference with the tradition of real socialism. Chinese communists cannot help but stress that the journey is long; while problems to be solved are numerous and enormous as well as the challenges; but further that the PRC is still a Third World country.”

However, they are happy to say that with modern technology they will not remain a backward, dependent and exploited country; to put it straightforwardly: a neo-colonial country. They are paving the way for many more developing countries.

Let’s be direct and frank, President Obama who is either a great idealist or a politician like others, except with a milder approach (good cop, bad cop), does not see the progress of the PRC with a favourable eye.

Here is his preference. He wrote this piece before his election in 2008: “The system of free markets and liberal democracy that now characterizes most of he developed world may be flawed; it may all too often reflect the interests of the powerful over the powerless. But that system is constantly subject to change and improvement – and it is precisely in this openness to change that market-based liberal democracies offer people around the world their best chance at a better life.” (The Audacity of Hope, Vintage Books, New York, 2008, p. 373).

US people do not appreciate empty words, even those well phrased. They will vote angrily against democrat illusions and not for the republican credo. They have the elephant, they have the donkey, and will they have the red stallion one of these days?

LE PARTI COMMUNISTE DU CANADA ET NANOS

LE STATU QUO MINORITAIRE ET PARALYSANT

Le sondage Nanos- La Presse indique qu’un parti politique un peu spécial (inattendu il y a encore quelques années) s’est de nouveau glissé sur la scène politique; il s’agit du parti « Épée de Damoclès ». Il régit les normes, fait la pluie et le beau temps et contourne tous les arrangements traditionnels. En effet, les Canadiens maintiennent l’imbroglio en placant à égalité le Parti conservateur (en principe au pouvoir) et le Parti libéral (dans l’antichambre de ce même pouvoir). Ils ont respectivement 33,3% et 32,8% des opinions exprimées.

Le grand capital canadien est conscient de l’impasse, même s’il peut se réjouir du recul du Nouveau parti démocratique (socialiste) qui passe de juin à septembre 2010, de 20.7% à 15.6%; mais ça ne comble pas la dent creuse. Au Québec, le Bloc québécois (nationaliste et social-démocrate) a toujours le vent dans les voiles avec le soutien de 40.7% des personnes interrogées. Il se paie même la fantaisie d’augmenter légèrement le pourcentage pendant l’été par presque deux points, le Parti libéral du Canada (proche rival) ne recueille que 27.3%.

Le quotidien montréalais La Presse, - du 8 septembre 2010-, hasarde, abordant la baisse des appuis au Parti conservateur : « La décision du gouvernement Harper d’abolir le caractère obligatoire du formulaire long du recensement et la gestion des sommets du G8 et du G20, entre autres, pourraient expliquer cette baisse… » C’est vrai en partie, mais la raison principale ne serait-elle pas que le gouvernement fédéral s’est contenté de gérer le pays au profit des grandes sociétés économiques de notre voisin du sud, évitant tout leadership novateur pour la population canadienne?

Les jeunes sont les premiers à sentir que le Canada ne leur offre aucune opportunité et qu’ils n’ont pas de défis à relever, d’avenir en quelque sorte. La Presse estime que ce sont les conservateurs « qui se sont tirés dans le pied à quelques reprise dans certains dossiers... », sans toutefois les mentionner. Quand les Canadiens ont éconduit les Libéraux, ils voulaient des changements profonds et un gouvernement propre. Ils n’ont jamais voulu de retour vers l’arrière : re-criminalisation de l’avortement, réclusion des jeunes contrevenants dans les pénitenciers et autres politiques rétrogrades.

Les lecteurs auront remarqué que les électeurs des grandes villes sont généralement plus ouverts, plus « libéraux ». Alors, notons que dans les trois plus grandes villes du Canada : Montréal, Toronto et Vancouver, –le tiers de la population du pays-, le Parti conservateur n’a aucune assise solide. Pourtant, ces centres urgains sont la pierre d’assise de l’économie et du développement social.

Les valeurs des citadins sont généralement plus avant-gardistes; leur nombre et leur concentration favorisent la protestation. S’ils ne peuvent l’emporter aux élections, ils voteront avec leurs pieds (que ce soit pour la paix ou pour des mesures de progrès économique).

Les grands milieux d’affaires le savent très bien. Mais le parti « Épée de Damoclès », (tous auront compris qu'il s'agit à vrai dire des indécis et des ambivalents, fort nombreux), les a à l’œil. Il n’est pas dit que cela ne profitera pas éventuellement au Parti communiste du Canada. C’est ce qui est arrivé historiquement dans les pays européens. Les ouvriers se lèvent tôt pour aller travailler et gagner leur croûte. Maintenant, ils comparent les politiques de chacun des partis en lice. Ils acquièrent de l’expérience.

Les Allemands ne disent-ils pas que l’avenir appartient à ceux qui se lèvent tôt?

LE MONDE, ÇA COMMENCE À MONTRÉAL

OPINION SUR LA QUESTION LINGUISTIQUE AU QUÉBEC

J’écoutais la chanson Harem de Sarah Brightman, enregistrée « live » à Las Vegas (USA). Quel ravissement! J’aime depuis ma jeunesse les rythmes orientaux. Ça me vient d’un voyage en URSS, à Bakou (Azerbaïdjian) pour être plus exact, en 1977. Distraitement, je feuilletais La Presse du jour et je tombe surpris sur le titre : « St-Pierre défend le droit à l’école anglaise ». Pourquoi pas, que je me dis?

Mais j’y lis qu’une coalition de mouvements nationalistes (Parti québécois, Bloc québécois…) presse donc le gouvernement Charest d’interdire purement et simplement l’accès des francophones et des immigrants au réseau anglophone… » Tiens!

Mon sang n’a fait qu’un tour. Je suis en colère.

Avant la loi 101, j’ai étudié dans une école secondaire anglophone de Québec, The St.Patrick’s High School; ce fut l’immersion complète. J’y ai appris l’anglais et cela m’a servi toute ma vie. Quand j’étais leader étudiant, mes amis me déléguaient auprès des étudiants anglophones de l’Université McGill, et du cegep Dawson pour qu’ils s’unissent aux étudiants francophones membres de l’Association nationale des étudiants du Québec (ANEQ).

Dans ces années-là, j’ai rencontré les membres du Parti communiste du Québec PCQ). Ils m’ont dit : « ce n’est pas la langue qui pose problème, c’est le fait que la nation canadienne-française n’est pas reconnue, ainsi que son droit à l’autodétermination jusqu’y compris le droit à la sécession."

J’ai défendu cette politique au congrès de la National Union of Students (du Canada anglais), lors de leur congrès de Calgary en 1977. Ils ont largement adopté celle-ci.

Et puis, il y a eu le Festival mondial de la jeunesse et des étudiants à La Havane (Cuba); il fallait donc se débrouiller en espagnol. C’est ce que j’ai fait; c’était en 1978. En 1979, je suis délégué par le Parti communiste à l’École supérieure des cadres des partis communistes près du Comité central du Parti communiste de l’Union soviétique; nous étudions au centre de Moscou.

Quelques rudiments de la langue russe s’imposaient.

Un séjour à l’hôpital

J’ai été malade quelques années. J’ai suivi des cours par correspondance, notamment d’espagnol. Je parle assez bien aujourd’hui. J’ai aussi rencontré un vieux patient juif; le soir pour se calmer, il me donnait des dictées en allemand et moi, je lui racontais mon dernier voyage à Berlin. Alles Gute! Ça me rappelait un autre vieux camarade juif, connu en 1981, qui m’a donné le goût d’apprendre le yiddish; c’est un dialecte alémanique, mais l’alphabet est hébreu. C’est comme le « joual » québécois par rapport au français international. Il aimait énormément les ouvriers canadiens-français. Il a voté pour le « oui » au référendum et joyeusement…

Étant donné que j’avais du temps, quelques années, je me suis organisé et j’ai étudié : l’arabe et le polonais. Au sortir de l’hôpital, j’ai repris des cours de russe à la Société culturelle Québec-URSS à Montréal. Il faut que je remercie mon professeur; elle s’appelle Larissa Kanondjian. Elle m’a suivi durant de nombreuses années. Après ce fut un tourbillon : chinois mandarin (avec l’interprète de René Lévesque), allemand à l’Éducation permanente de l’Université McGill.

Étant donné que j’aime beaucoup les variétés italiennes, j’ai appris la langue de Dante.

Je me tiens toujours informé sur l’actualité internationale. J’ai pris connaissance des mouvements politiques en Grèce. Le secrétaire général de la Fédération syndicale mondiale (FSM), George Mavrikos, m’a invité au 16ème congrès qui aura lieu à Athènes du 6 au 9 avril 2011. J’apprenais déjà le grec moderne depuis quelques semaines; j’ai alors décidé de redoubler d’ardeur.

Quand je mesure le chemin parcouru et que j’apprends qu’on veut interdire l’école anglaise aux canadiens-français et aux immigrants, je me fâche. Quoi, on méprise mon peuple, on veut l’écraser et le garder dans l’ignorance. En plein dans le style de Maurice Duplessis. Il n’en sera pas question.

J’ai trop vu d’opportunités perdues parce que les candidats francophones ne parlaient pas anglais. Par exemple, à l’Université du Québec à Montréal, où j’ai suivi et terminé des études en Communications, le directeur du Département, Antoine Char, m’avait demandé de réunir un petit groupe pour participer à une émission de radio sur la chaîne publique anglophone de Radio-Canada. La recherchiste de la Canadian Broadcasting Corporation (CBC) m’a dit gentiment que j’étais un peu trop vieux, elle voulait des « jeunes »; mais il n’y avait personne qui parlait anglais dans la classe.

Je travaille pour une revue en santé mentale, Mentalité, et je suis le seul qui parle anglais couramment. Alors, le rédacteur en chef me déniche facilement des tâches, y compris des entrevues avec des personnalités du milieu en visite au Québec, comme le très réputé psychologue, Thomas Kirk, du Connecticut (USA).

Les nationalistes sont rétrogrades. Ils m’insultent. Je n’aime pas leur façon de traiter les Canadiens-français comme si nous étions des abrutis et des ignorantins. Il n’y a rien qui excuse leur étroitesse d’esprit; on comprendra qu’ils veulent garder le contrôle du « troupeau ». Les communistes ne seront jamais, au grand jamais d’accord avec une telle condescendance. Je pense que mon français est assez correct pour qu’ils me comprennent. Basta!

NO MAN'S LAND POLITIQUE AU QUÉBEC

COMMENTAIRE POLITIQUE

Ce sera sans doute la dernière grande bataille politique du premier ministre libéral Jean Charest. Il doit rétablir sa réputation dans une affaire de trafic d’influence visant la nomination des juges et lutter contre l’érosion de son prestige. Les grands milieux d’affaires ont les yeux rivés sur les sondages d’opinion publique. Vont-ils l’abandonner?

Il est toujours le chef du Parti libéral du Québec (PLQ) qui avait incarné pour la jeunesse des années 1960, la lutte contre le régime nationaliste de droite du Premier ministre Maurice Duplessis, la fin d’une époque d’obscurantisme social et de grand retard économique. Ces personnes, démocrates jusqu’au bout des ongles, âgées aujourd’hui de plus de 60 ans, - donc des retraités -, vont probablement soutenir le PLQ jusqu’au bout.

Quant aux nationalistes, ils ont requinqué la boutique en lui donnant un vernis social-démocrate au tournant des années 1970; ils ont fondé le Parti québécois (PQ). Les travailleurs ont suivi le mouvement et ils représentent une force active, ne sont-ils pas syndiqués à 40% de l’ensemble de la main-d’œuvre? Ne s’impliquant pas à outrance dans l’enquête en cours, le PQ se contente, mine de rien, de réclamer un moratoire sur le gaz de schiste pour préserver notre identité
nationale; dixit, prolixe, la chef Pauline Marois.

Ces dernières années, face à ces deux grandes formations, se sont ajoutées, le Parti vert (sympathique chez les cols blancs et des jeunes), le parti Québec solidaire (la coqueluche de la nouvelle petite-bourgeoisie nationaliste et gauchiste) ainsi que l’Action démocratique du Québec (aux relents de la droite extrême).

Seul le Parti communiste du Québec (Canada) s’est éteint et puis s’est ranimé au gré de la conjoncture internationale. Les communistes manquent d’initiative semble-t-il. Enfin, ils ne progressent pas. Pourtant la situation est plus que favorable. Le peuple québécois a déjà acquis une grande expérience politique et idéologique après avoir porté au pouvoir ou aux portes du pouvoir à peu près tous les partis et goûté aux recettes de chacun d’entre eux.

Aujourd’hui, les travailleurs québécois sont assez satisfaits de leur sort, mais ils sont inquiets pour la relève, pour la jeunesse. Quel avenir leur laissons-nous? S’ils sont assez blasés des partis politiques, ils font toujours confiance au mouvement syndical malgré les campagnes médiatiques orchestrées pour le déstabiliser. On monte en épingle des cas de fraudes dans certains syndicats; rapidement les travailleurs se rendent compte que ce n’est pas généralisé.

Voilà pourquoi ce serait le bon temps pour la Fédération syndicale mondiale (FSM), basée à Athènes, en Grèce, de s’implanter avec l’appui des centrales québécoises sur le territoire québécois. On peut penser que la chose pourrait être possible pour l’ensemble du Canada. Son congrès d’avril 2011 en discutera.

LA FORCE CONTRE LE PEUPLE

Face à l’indépendance qu’affiche le peuple face au pouvoir politique et éventuellement aux grands milieux d’affaires, les gouvernements, - à commencer par l’État fédéral-, ne pourraient refaire le coup d’Octobre 1970 et invoquer une insurrection appréhendée. À l’époque, un petit groupe de jeunes d’extrême-gauche ultra-nationaliste avait kidnappé un ministre québécois (Pierre Laporte) et un chargé d’affaires britannique (James Richard Cross). Il n’y a pas grand monde qui « goberait » une pareille salade maintenant.

De plus, les troupes ne sont plus aussi fiables. À commencer par les soldats du 22ème Régiment royal canadien, établi à Valcartier, près de la ville de Québec. Ses membres, des soldats canadiens-français, ont servi en Afghanistan et la majorité a sincèrement compati à l’exploitation et à la détresse des populations locales. Ils ont fléchi devant la misère et la corruption.
En un mot, ils se sont « humanisés ». De plus, ils ressentent l’injure nationale, alors qu’ils doivent faire tous les efforts, à commencer par apprendre l’anglais s’ils veulent sortir de « Valcatraz » pour être muté ailleurs au Canada. Les militaires anglophones n’ont pas à apprendre le français. De plus, les francophones font l’objet de moquerie…

Finalement tout est sur la table, y compris l’enracinement des idées communistes dans la population.

Le Québec est vraiment devenu un maillon faible dans la chaîne de la domination des peuples par les grandes sociétés multinationales; heureusement, ils ne sont pas cyniques et écœurés, c’est donc dire qu’ils acceptent toujours que le mouvement syndical soit un rempart.

Do we really know the American people?

When I was 15 years old, my father and some other uncles decided to go to Old Orchard Beach (Maine) in the USA, during the construction recess; we stayed at the Sand Piper Motel, close to the beach. It was my first time ever by the ocean. We used to eat at a nearby restaurant where they serve “fish and chips”. I was the family interpreter and I was ordering the meals for all of us. The waitress was a young student, nice and polite; she was very patient, my English was not that good.

My father, a handy and simple man told me: “Daniel, she is cute hey, why don’t you ask her when she gonna finish her shift; you could go out and date her; I’m sure that she will teach you some English that you won’t forget!” I went red immediately while the whole family was laughing. That is my first memory of USA.

A few years later, our family alongside with other French Canadian families joined a movement organizing youth exchanges between USA and Québec. So, we met many young Americans, often living in New York and being from Jewish descent. Really, we learnt a lot from them (like the Cat Stevens music); after all they were from the Big Apple (and this means something). One night, returning from the old part of Québec City, one girl and I were experimenting with a long and languorous (that’s what I thought at that time!) French kiss when a car came. It was my family... My mother jumped off the car, shouted at me; the whole family was laughing. Didn’t I tell you that it happened previously?

I was lucky nevertheless, since just previously I was attempting to discover the anatomical changes of this girl and trying to explore it. Imagine if my mother would have seen that. I would not be alive to tell you the story by now.

In September 1973, I started to study at the English speaking St.Patrick’s High School of Québec City. It was practically like an American high school; we were even studying topics, highly debated in USA, such as abortion and death penalty; it was part of our moral education. This is when I started to frequent girls. One of them was Anne and she would keep saying: How dare you? How dare you?

Since I wanted to practice my English in the summer time, I volunteered during evenings for youth groups visiting Québec City from our southern neighbour. They would come from Bangor, Maine, or other areas. I was like a Parisian cheeky urchin.

Their teacher would say: don’t make them drink! We remained sober. But I practiced a lot. We then started to have some discussions, especially about the war in Vietnam. I was against wars.

They could not tell me if it was good or wrong, but it aroused something in their heads.

The Young Communist league

I moved to Montréal where I became more active in youth organizations, including the Young Communist League (YCL). One evening a communist party member brought us to the local movie theatre and we all viewed the US movie “Fame”. What a revelation: the action was taking place in New York, in a Public School for Entertainment. Like so many young people in North America, I wanted to become an artist, to perform and make it great.

Finally, I went to New York, just transiting for Europe. I remember that I was rather anxious. It is really something this huge metropolis. At the terminal gate, there was a young black man, thin; well slender. The whole world could have collapsed, he was just like Apollo. Nothing was upsetting him. He said to me: Hello Sir, how can I make you feel relaxed? Your ticket is ok! Just go here on my left hand...” He was cool, indeed!

The years of reason

I became ill and I spent some time into a Montréal hospital. I was known as the “intellectual”. The nurses would call me Mr. Paquet; I was 24 years old. I have had so many discussions with the staff. One nurse once told me: you keep talking about culture, this culture that nobody sees, thinks about or even wants to have a look at. Why don’t you enjoy what the majority of the people likes?

What do you suggest me? I asked her, troubled.

Well, if you like movies, you can watch “When Harry met Sally”. It was the beginning of a new way of thinking. We kept talking. And one day, she looked at me and said: Daniel, I really hope that you will make it through. You are young and capable. Just be like the ordinary people, they will love you. Pay interest in what they like, keep on doing it!

I started to buy DVDs, a bit reluctant. Was I not encouraging the US main stream culture? Would I be supporting US imperialism? I was careful, I would seek advices. Women, friends started to tell me what to buy. I remember that a beautiful movie I bought was The Bridges of Madison County. What a formidable love story, with Clint Eastwood and Meryl Streep; I never thought that in the prudish America they could make such a movie, with a bewitching zest of eroticism.

For a good while, I became a fan of Julia Roberts: Stepmom, Mona Lisa Smile... Movies talking about children education, divorce and love; further about women access to university, artistic vanguard and human dignity.

Even Jim Carrey, who we are used to see in movies one can label “stupid”, surprises us in The Majestic, the destiny of a man that resisted the anti-communist Joe McCarthy, like a true human being, faithful to its democratic convictions. Carrey is really convincing in this movie. He has a high stature.

We cannot speak about cinema while ignoring Nuremberg, with Alec Baldwin. This is the story of the Allied Forces (USSR, USA, Great Britain and France) judging high-ranking Nazi officials after the horrendous World War II. We will never forget Enemy at the Gates: the feat of a simple Red Army soldier who demoralized the Hitler Wehrmacht at Stalingrad, the beginning of the end for the Nazis, and the rise of hope for European and American peoples.

Speaking of wars, the ordinary US citizens don’t have much to say about it. They are being told what to think, like in Iraq. The mass-media are very active and “brain-wash” the population. After a few years, it is always the same story, they discover that their country staged a war abroad but for ... the wrong reasons. For a while, they feared the Communists, the “commies”. But they are not that many around now. At home, their politicians don’t offer much choice. On one side they may be Republicans, most of the time conservatives; and on the other side Democrats, with some very often conservatives, too. What would you do? Big Capital grabs the big bucks, hiding itself by all means.

So the people uses its brain otherwise. The main philosophy in USA is not socialist, cooperative... it is pragmatic. They come to conclusion that whatever the colour of the cat may be as long as it catches the mouse.

Nevertheless, they have good feelings. The younger ones, naturally, love Lady Gaga; she is funny, imaginative (as they would like to be without social conventions), she makes them dance and forget about the daily problems. Older ones love the British Sarah Brightman: men would like to spend an evening with such a beautiful lady, with a gentle and soft voice. They love her charisma. Women have other whims.

The reader would be surprised to hear that they love classical music; not too fancy, but something like the Trans-Siberian Orchestra and its Christmas Attic, for instance; especially Christmas Canon, based on the music by Pachelbel. Why?

For the sake, that they truly cherish peace. And do you know something else? The day, that the US working class will know the whole truth about big capitalism, the whole planet will change... for good! But what is the question to the answer of this piece? The fact is that one of the coming Congresses of the progressive World Federation of Trade Unions (WFTU) will one day take place in New York (USA). In 2011, it is in Athens (Greece), from 6 to 9 of April. Hopefully, there will be delegates from USA, if not at least from Canada; but aren’t we a bit akin, so to speak?

The university professor of journalism, Antoine Char, published an excellent book about the US media. It has been done in French for the moment; but it is easy to read and very amusing. One would like to have it and discover the realities of modern writing. In fact, it is recognition of the work of progressive journalists in USA. As such, it is a gift that Mr. Char offers to them.

Antoine and I met in 1996, when he taught me this marvellous trade at UQAM (Université du Québec à Montréal); I saw him in summer 2010. Jokingly, he told me: “when we first met, students used to call me Antoine, but now they call me Mr. Char, am I that old?”

BAROUD D'HONNEUR À OTTAWA

On compte les semaines, les jours même. Le gouvernement minoritaire conservateur sera défait aux prochaines élections fédérales au Canada. À ce propos, l’auteur de ces lignes, membre de longue date du Parti communiste du Canada (1976), a envoyé au Parti libéral du Canada une lettre d’appui le 1er septembre 2010 en vue des élections qui se pointent à l’horizon. Ça peut sembler étonnant à première vue. Toutefois, ce parti est centriste et démocratique.

La lettre indique qu’il faut au Canada une politique étrangère « indépendante et forte ». Ailleurs dans le monde, le Parti communiste d’Australie avait fait connaître, déjà en mars 2010, ses couleurs par le biais de son journal The Guardian, eu égard à l’État d’Israël alors que « le vice président US, Joe Biden, était allé à l’Université de Tel Aviv et dit à son auditoire qu’il était… un Sioniste. […] Tout au long de ma carrière, Israël est demeuré non seulement près de mon cœur, mais aussi le centre de mon travail en tant que sénateur des États-Unis et maintenant vice-président des États-Unis. »

Au Canada, on ne peut accepter les propos, l’attitude et les menaces israéliennes à l’égard de la République islamique d’Iran, alors que tous les recours diplomatiques n’ont pas été épuisés; de plus, les gesticulations caricaturales du Premier ministre Stephen Harper dans le Grand Nord, quant à la mainmise sur ce territoire, et sous le regard du Secrétariat d’État US, ne sont pas acceptables.

Parallèlement, le journal Unité du Conseil Central de Montréal de la Confédération des syndicats nationaux (CSN), dans son édition de septembre 2010, affirme que « le Premier ministre Harper et son gouvernement souffrent d’allergies graves et ce n’est pas à l’herbe à poux. Allergies à la démocratie, aux droits et libertés, à la transparence, bref, à tout ce qui s’éloigne de la ligne de parti ou pire, qui ose critiquer ses politiques! Et ces allergies ne sont pas que saisonnières. Dans les faits, depuis l’arrivée au pouvoir des conservateurs, les attaques aux droits fondamentaux et à la démocratie n’ont cessé de s’intensifier. »

Dans la foulée, l’Association des travailleurs grecs du Québec, décide ces jours-ci de publier dorénavant deux pages en français dans son journal en langue grecque, Ergatika Nea. C’est un journal audacieux, appelé à devenir influent chez les syndicalistes québécois. Il se situe dans la lignée du PAME, soit le Front syndical militant des travailleurs grecs.

Nul doute qu’il contribuera à faire connaître les projets de la Fédération syndicale mondiale (FSM) pour l’Amérique du Nord, notamment celui de créer des comités de coordination, à la fois au Canada et aux États-Unis; il va de soi que les syndicalistes québécois seront à l’aise dans une organisation qui reconnaît le caractère national du Québec. C’est ce qui se discutera au 16ème Congrès de la FSM en avril 2011 à Athènes en Grèce.

Celtic Women – Sail Away

L’état d’esprit, le « mood » des travailleurs québécois est donc en train de changer. Ils sont de plus en plus ouverts sur le monde, à commencer par les pays du Sud. Aux prochaines élections fédérales, ils voteront dans leur majorité pour le Bloc québécois; ils sont toujours sous le charme de ce parti (nationaliste et social-démocrate) et bien de « chez-nous ». Pour eux, c’est un pas important par rapport au parti conservateur. Ce qui n’empêche pas de soutenir et voter pour le Parti libéral du Canada, si on est conscient du danger que représente la droite et la droite extrême incarnée par le Parti de Stephen Harper.

En Ontario, la province voisine : anglophone, riche et populeuse, les travailleurs sont ambivalents. Ils hésitent depuis de nombreuses années entre le parti conservateur et le parti libéral. Ils ont le pouvoir de « faire ou défaire» le prochain gouvernement.

Par ailleurs, on a jonglé - chez des amis du bulletin - durant l’été 2010 avec l’idée de proposer le service militaire obligatoire pour les jeunes Canadiens. Il s’agissait de permettre aux jeunes d’acquérir un métier, de se former à la discipline, d’apprendre les deux langues officielles du Canada (anglais et français), de voyager et de servir le Canada dans une politique étrangère de paix, à titre de casques bleus.

Rien de tout cela n’est possible avec les conservateurs. Il faut toujours batailler pour qu’il ne change pas d’idée au sujet des troupes en Afghanistan; elles doivent revenir le premier juillet 2011. Le gouvernement US qui fait pression sur Ottawa et les conservateurs du pays, doivent savoir que les communistes et leurs amis ne veulent pas faire des jeunes de la chair à canon. Les jeunes soldats, parmi lesquels on trouve d’authentiques patriotes savent aussi comment neutraliser les opérations de l’État-major, y compris le dispositif de défense nord-américain (NORAD), établi au Canada et opéré en grande partie par l’Armée des États-Unis.

Et comme disait un jeune officier, entraîné aux États-Unis conjointement avec les soldats états-uniens : les soldats canadiens n’ont rien à envier aux troupes des USA.

Pour conclure, les lecteurs se posent souvent la question : mais où allez-vous chercher toutes ces informations? En tant que journaliste, on se bâtit un réseau de contacts avec les années, pour donner l’heure juste. Il fonctionne aux États-Unis, en France et au Canada, c’est ce qu’on appelle dans le jargon : « des sources généralement bien informées. »

ÉDITORIAL

Depuis 10 ans, La Vie Réelle, http://www.laviereelle.blogspot.com/ a fait connaître un point de vue communiste québécois sur différents sujets; que ce soit la question nationale au Canada, la paix dans le monde ou encore les droits des travailleurs, le bulletin a voulu innover et ouvrir bien grandes les fenêtres de la créativité, de l'originalité et de l'appel à l'action; mais surtout faire connaître en français aux Québécois ce qui se passait à l'extérieur du Québec.

Trois ans plus tard, c'est La Vie Réelle in English, http://wwwlavienglish.blogspot.com/ qui a suivi et donné l'heure la plus juste possible aux lecteurs du monde anglophone des réalisations québécoises, de la mentalité et des façons de pensée de ses travailleurs.

Ces deux bulletins vont continuer à exister.

Toutefois, le rédacteur en chef, suite à une invitation personnelle du secrétaire général de la Fédération syndicale mondiale (FSM), George Mavrikos, en arrive à la conclusion que les communistes de par le monde entier ont besoin de s'unir et de se regrouper. En Grèce, fonctionne SolidNet, un bulletin quotidien d'information numérique sur les prises de position des partis communistes et ouvriers, dont celui du Canada et des États-Unis.

Également, une fois l'an, les partis se rencontrent pour mettre leurs expériences en commun. Les communistes brésiliens ont beaucoup fait dans ce sens, ainsi que les camarades grecs. Maintenant, les partis communistes, dont celui de Grèce, estiment qu'un pôle doit être créé pour rallier les partis communistes et mieux encadrer les activités et les luttes ouvrières pour le socialisme et la paix.

Cette idée a son écho au Québec. Elle est d'autant plus pressante, que déjà la situation inattendue aux États-Unis, quant aux positions réformistes et opportunistes de droite de la direction du PC USA, a nécessité la solidarité active de leurs amis et camarades canadiens. On viendra à bout de cette tourmente toutefois. Pour l'instant, on a fait l'état des lieux: le plus alarmant est la disparition du journal communiste People's Weekly World. À ce titre, il y a déjà le projet de le faire revivre aux États-Unis.

On veut faire renaître l'esprit combatif du regretté secrétaire général Gus Hall et ranimer toute la fougue combative qui a déterminé les luttes pour les libertés civiles dans les années 1960, et aussi les batailles économiques des années 1930. On reviendra régulièrement sur la situation actuelle.

C'est le but de Pour la KOMINTERN now! Le titre appelle à reprendre maintenant le flambeau. Komintern provient de la contraction de "communiste" et "internationale". Cette organisation qui s'est aussi appelé la Troisième Internationale des travailleurs, sera une association internationale de la classe ouvrière. On peut croire que sa fondation approche; le besoin est là.

Ce bulletin, même si la facture est francophone, sera bilingue anglais et français et distribué électroniquement partout dans le monde: en priorité aux USA, au Canada et en France. Au départ, la banque d'abonnés s'élève à plus de 725 personnes et est appelée à grossir.
